Abstract

V diplomski nalogi predstavljamo pregled delovanja različnih mednarodnih organizacij v kontekstu zagotavljanja varnosti v civilnem letalstvu. Proučili smo relevantno strokovno literaturo, ki se dotika tematike naloge in na podlagi le te izpostavili pomen mednarodnih organizacij, ki skrbijo za varnost v civilnem letalstvu. Predvsem nas je zanimalo delovanje EASA in organizacije JAA ter njun vpliv na stopnjo varnosti v letalstvu na področju EU. V nalogi smo proučili in analizirali vpliv EASA na druge organizacije in še posebej na organizacijo JAA od katere je EASA prevzela večina pristojnosti. Med drugim izpostavljamo cilje ter prednosti in slabosti, ki jih je prinesla ustanovitev EASA. V nalogi ugotavljamo dve bistveni prednosti delovanja EASA, in sicer pravno zavezujoča podlaga tako ustanovitve kot delovanja EASA z državami članicami EU, ter ustrezen pravni status znotraj vseh držav članic EU. Ti dve prednosti sta to kar EASA bistveno razlikuje od njene predhodne organizacije JAA, ki je bila ustanovljena na neobvezujočem dogovoru z nacionalnimi letalskimi oblastmi držav članic konference.

Secondary title: Impact of the Establishment of the European Aviation Safety Agency on Other International Civil Aviation Organizations in the European Area
Secondary abstract: The activities of various international organizations in the context of safety assurance in civil aviation are outlined in our diploma thesis. Relevant professional literature that touches on the topic of the thesis was studied as the basis for pointing out the importance of international organizations involved in civil aviation safety. In particular, we were interested in the functioning of EASA and JAA and their impact on the level of aviation safety in the EU. The impact of EASA on other organizations, especially on the JAA, from which EASA took over most of the responsibilities, was examined and analyzed. Among other things, we highlight the goals as well as strengths and weaknesses of EASA since it has been established. The thesis identifies two key strengths of EASA's work, namely the legally binding basis of both the establishment and co-operation of EASA with EU Member States, and the corresponding legal status within all EU Member States. These are two advantages that make EASA fundamentally different from the previous organisation JAA which was set up under a non-binding agreement with the national aviation authorities of the conference Member States.
