Abstract
Ciljno iskanje iskanih oseb je kljub starosti države po mnenju drugih avtorjev ostalo dokaj nedotaknjeno in ostaja novost v sistemu dela policije v Republiki Sloveniji (RS) (Volmajer, 2016).
V diplomski nalogi smo opredelili razliko med pogrešanimi osebami in ciljnim iskanjem oseb, saj gre za pogosto zamešana termina, ki vključujeta drugačne akterje in drugačno naravo dela, in se nato podrobneje posvetiti ciljnemu iskanju iskanih oseb. Ciljno iskanje iskanih oseb ostaja skrito in se meša s preiskovanjem kaznivih dejanj, kjer pa nastane problem v tem, da gre za drugačni obliki dela, ki imata drugačne cilje in iz drugačnih razlogov posegata v človekove pravice in svoboščine. Za razpis tiralice je pristojen Sektor kriminalistične policije Policijske uprave (SKP PU) na lokalnem in regionalnem nivoju. Po razpisu tiralice pa način dela, metodika, taktika ciljnega iskanja ostajajo prekriti in je po oceni drugih avtorjev skupek izkušenj, volje in želje kriminalista, ki dela na tem področju (Volmajer, 2016).
Ugotovili smo, da je zakonodaja, ki se veže na ciljno iskanje iskanih oseb, zelo razpršena med različnimi zakoni, kar prispeva k pomankanju konkretnih smernic, policija se tudi ne poslužuje določenih pristopov k ozaveščanju in iskanju pomoči v javnosti, čeprav imajo za to zakonsko podlago.
Slovenska policija bi lahko uporabljala in izkoristila vse dane možnosti za stik z javnostjo na področju ciljnega iskanja iskanih oseb, kot so npr. socialna omrežja, javno sporočanje s pomočjo plakatov in s tem izkoristila pomoč družbe.

Target search of wanted persons in Slovenia is quite intact area of police work, despite country age is target search of wanted persons still novelty of a system (Volmajer, 2016).
The diploma thesis deals with differences between search of missing people and target search of wanted people.
This two areas of police work are usually substituted by the layman's even though they are very different areas in terms of participants and policing. Target search of wanted people remains one of hidden fields of policing in Slovenia. It still gets mixed-up with other areas of police where the problem is that they are different forms of work, whit different objectives and resons, which infringe on human rights and freedoms. Crime police sector of Police Directorate has jurisdiction for arrest warrant on local and regional level in Slovenia. After the arrest warrant notice the police work and techniques of searching stays hidden and they are depended on criminal investigator's knowledge, work experience and motive power for target search of wanted people (Volmajer, 2016).
We discovered that field of target search of wanted people is very dispersed in Slovenia legislation and can be found in many laws. That is causing problems in guidelines for police work and because of that police can overlook different opportunities for using powers which are defined and allowed in laws. For example Slovenian police is not using all of their legal powers on mass media field and because of that they can't fully benefit from public help. |
