Abstract

Uvod: Medicinsko-tehnični pripomočki predstavljajo pomembno vlogo pri zagotavljanju zdravstvenega varstva, ki je med državami članicami Evropske unije različno urejeno. Naš namen je bil raziskati, do kakšnih razlik prihaja pri financiranju, postopkih, predpisovanju, kritju stroškov, trajnostni dobi in pridobitvi medicinsko-tehničnih pripomočkov v Sloveniji in na Hrvaškem. Metode: Izvedli smo pregled tuje in slovenske literature s področja medicinsko-tehničnih pripomočkov. Uporabili smo deskriptivno metodo in kvantitativno metodo raziskovanja, pri čemer smo med seboj primerjali 92 pripomočkov v slovenskem in hrvaškem seznamu s šifrantom medicinsko-tehničnih pripomočkov. Pripomočke smo primerjali ter za prikaz ugotovitev uporabili statistično opisno analizo. Rezultati: Ugotavljamo, da v Sloveniji in na Hrvaškem ne obstajajo statistično značilne razlike v cenovnem standardu izbranih medicinsko-tehničnih pripomočkov (P>0,05) in da imajo zavarovane osebe v obeh državah pravico do pripomočkov. Določene pripomočke lahko predpiše isti tip zdravnika v obeh državah. Vseh pripomočkov ni možno dobiti na izdajo in izposojo v Sloveniji in na Hrvaškem, prav tako se med državama razlikuje trajnostna doba pripomočkov. Razprava in sklep: Kljub razlikam je vsem zavarovanim osebam v obeh državah omogočen dostop do medicinsko-tehničnih pripomočkov. Zdravstveni sistem in zdravstveno zavarovanje je v obeh državah podobno urejeno. Menimo, da bosta v prihodnje s sprejetjem in upoštevanjem enotne evropske zakonodaje pridobitev in dostop do pripomočkov lažja in na voljo več uporabnikom.

Secondary title: Acquisition of medical technical devices in Slovenia and Croatia
Secondary abstract: Introduction: Medical technical devices play an important role in providing of healthcare, which is regulated differently between the European countires. The main purpose of this thesis was to research if there were any differences between Slovenia and Croatia in terms of availability, accessibility, acquisition, price differences, prescription procedures, costs reimbursement, and expiration date of medical devices. Methods: We conducted a systematic review. Reviewed literature in the filed of medical devices was searched in Slovenian and foreign literature. We used the descriptive and quantitative research method to compare 92 medical devices from Slovenian and Croatian codebook list of medical technical devices. The selected medical devices were compared and further analysed with different statistical methods. Results: We determined that there are no statistical significant differences (P> 0.05) of selected medical devices between Slovenian and Croatian price standards. All insured persons have the right to get appropriate medical device. Some medical devices are prescribed by the physicians of same field in Slovenia and Croatia. We found some differences between Slovania and Croatia in loan and dispense regulations, date of prescription of new medical device and expiration date of medical device. Discussion and conclusion: Despite the differences, all insured persons in both countries have access to the appropriate medical device. The health care system and the health insurance are similarly regulated in both countries. We believe that by the acceptance and consideration of the uniform European legislation, acquisition and access to medical devices will be easier and more accessible to more users.
