Abstract

V teoretičnem uvodu diplomskega dela avtor predstavi Ministrstvo za notranje zadeve in Policijo kot organ v sestavi ministrstva ter razmerje med njima. Nadalje predstavi tronivojsko organiziranost policije, in sicer na državni, regionalni in lokalni ravni. Seznani nas z nalogami in oblikami dela policije ter s policijskim delom v skupnosti s podrobno predstavitvijo elementov njenega dela. V nadaljevanju predstavi socialno delo in organizacijo ter naloge centrov za socialno delo s kratko predstavitvijo posameznih centrov za socialno delo v Slovenj Gradcu, Ravnah na Koroškem, Dravogradu, Gornji Radgoni, Kopru in Novi Gorici. Za lažje razumevanje medsebojnega sodelovanja prikaže policijsko delo v skupnosti (community policing). Teoretični uvod zaključi s poglavjem o sodelovanju centrov za socialno delo in policije, v katerem zajame zgodovino in področja sodelovanja ter elemente socialnega dela pri opravljanju policijske dejavnosti. Avtor predstavi tudi zakonodajno področje, na katerem temelji medsebojno sodelovanje in delovanje policije ter centrov za socialno delo. V empiričnem delu diplomske naloge avtor proučuje, kako na sodelovanje in odnose med delavci centrov za socialno delo in policisti ali kriminalisti vpliva njihovo službeno sodelovanje, službeno komuniciranje, reševanje službenih problemov, policijsko poznavanje pristojnosti delavcev centrov za socialno delo in v kolikšni meri so socialni delavci seznanjeni s pristojnostmi policistov. Avtor hkrati ocenjuje možnosti za izboljšanje sodelovanja ter interpersonalne kompetence policistov ali kriminalistov. V ta namen je opravil raziskavo na vzorcu 42-ih delavcev, zaposlenih na Centrih za socialno delo Slovenj Gradec, Ravne na Koroškem, Dravograd, Gornja Radgona, Koper in Nova Gorica, ki sodelujejo s policisti ali kriminalisti na Policijskih postajah Slovenj Gradec, Ravne na Koroškem, Dravograd, Gornja Radgona, Koper in Nova Gorica. Uporabil je metodo terenske študije in tehniko anketnega vprašalnika. Z raziskavo je potrdil vseh sedem zastavljenih hipotez. Ugotovil je, da bi morali obe organizaciji pogosteje sodelovati na tedenski bazi in določiti način medsebojnega komuniciranja. Organizirati bi morali izobraževanja o spoznavanju pooblastil, nalog in dolžnostih tako ene kot druge institucije in tako doseči skupni željeni cilj, ki je izboljšanje medsebojnega sodelovanja.

Secondary abstract: In the theoretical introduction to this diploma work its author presents the Ministry of the Interior, the Police as a body within the Ministry and the relationship between them. It continues with a presentation of the three-degree organisation of the police at state, regional and local levels. It presents the tasks of the police and police work within a community: the elements of police work within communities are presented in substantial detail. It then presents social work as well as the organisation and tasks of the centres for social work. It provides a short presentation of the centres operating in Slovenj Gradec, Ravne na Koroškem, Dravograd, Gornja Radgona, Koper and Nova Gorica which co-operate with police officers or criminal police at police stations in Slovenj Gradec, Ravne na Koroškem, Dravograd, Gornja Radgona, Koper and Nova Gorica. For a better understanding of this co-operation the author explains »community policing«. The theoretical introduction ends with a chapter which further presents the co-operation between the centres for social work and the police, it gives a historical overview of this co-operation, presents the areas of co-operation and the elements of social work in police activities. The author also presents the legal background on which the co-operation as well as the work of the police and centres for social work are based on. In the empirical part of the diploma the author investigates how the co-operation and the relationship between the employees of the centres of social work and police officers or criminal police are affected by their professional co-operation, professional communication, problem-solving skills in work situations, the police awareness of the powers of the employees of the centres for social work and the awareness of the social workers regarding the police powers. The author assesses the possibilities for improving this co-operation and interpersonal competencies of the police officers or criminal police. For this purpose the author carried out research using a sample of 42 members of staff at the centres for social work Slovenj Gradec, Ravne na Koroškem, Dravograd, Gornja Radgona, Koper and Nova Gorica which co-operate with police officers or criminal police at police stations in Slovenj Gradec, Ravne na Koroškem, Dravograd, Gornja Radgona, Koper and Nova Gorica. The method of field study and a questionnaire were used. The empirical research confirmed all seven hypotheses. The author concludes that both organisations should co-operate more frequently, on a weekly basis and should decide on ways of communication. Staff should be trained in the competencies and the powers of partner organisation. Training should be provided for both organisations as only by knowing the tasks and responsibilities of the partner organisation well, can mutual co-operation improve, which is the aim of both organisations.
