Abstract

Varnost je dobrina, ki jo moramo varovati. Zagotavljanje stopnje varnosti je odvisno od različnih dejavnikov, in sicer od osebnih izkušenj in finančnih sredstev ter javnih kot zasebnih organizacij, ki zagotavljajo varnost prebivalcem Republike Slovenije. Republika Slovenija je demokratična republika, ki se nahaja v centralnem predelu Evrope, kar pomeni, da Republika Slovenija predstavlja križišče prehoda iz južnega v severni del Evrope. Obravnavana problematika v magistrskem delu temelji na slovenski policiji, njihovih odzivih na omejevanje ilegalnih prehodov državne meje in pooblastilih, ki jih ima policija za omejevanje ilegalnih prehodov državne meje z Republiko Hrvaško. Analizirali smo Zakon o nalogah in pooblastilih policije in Zakon o organiziranosti in delu policije, ki sta osnovna in temeljna zakona o delu in pooblastilih policije. Slovenska policija ima za nadzor državne meje ob meji, na meji in v notranjosti države na razpolago helikopterje, vozila in druge tehnične pripomočke. Slovenski policiji so v pomoč pri nadzoru in omejevanju ilegalnih prehodov državne meje z Republiko Hrvaško tudi slovenska vojska, lokalne samoiniciative, varnostni organi iz tujine in drugo. Najbolj kritično območje s področja ilegalnih prehodov državne meje zagotovo predstavlja slovensko-hrvaška državna meja. Slovensko-hrvaška državna meja je najdaljša državna meja v primerjavi z ostalimi državami, s katerimi meji Republika Slovenija. Zaradi geografske raznolikosti pokrajine ob slovensko-hrvaški državni meji je slovenska policija postavljena pred velik izziv. V magistrskem delu so predstavljeni in opisani primeri kaznivih dejanj s področja nezakonitih migracij in ukrepi za omejevanje ilegalnih prehodov državne meje z Republiko Hrvaško.

Secondary abstract: Security is a good that we must protect. Ensuring the level of security depends on various factors, namely personal experience and financial resources, as well as public and private organizations that ensure security for the population of the Republic of Slovenia. The Republic of Slovenia is a democratic republic located in the central part of Europe, which means that the Republic of Slovenia represents the crossroads of the transition from the southern to the northern part of Europe. The issues discussed in the master's thesis are based on the Slovenian police, their responses by restricting illegal crossings of the state border and the powers of the police to restrict illegal crossings of the state border with the Republic of Croatia. We analyzed the Police Tasks and Powers Act and the Police Organization and Work Act, which are the basic and fundamental laws on police work and powers. The Slovenian police have helicopters, vehicles and other technical aids at their disposal for border control at the border, on the border and in the interior of the country. The Slovenian police are also assisted by the Slovenian army, local self-initiatives, security authorities from abroad and others in controlling and restricting illegal crossings of the state border with the Republic of Croatia. The most critical area in the field of illegal border crossings is certainly the Slovenian-Croatian state border. The Slovenian-Croatian state border is the longest state border in comparison with other countries with which the Republic of Slovenia borders. Due to the geographical diversity of the region along the Slovenian-Croatian state border, the Slovenian police are facing a major challenge. The master's thesis presents and describes cases of criminal offenses in the field of illegal migration and measures to restrict illegal crossings of the state border with the Republic of Croatia.
