primer vladnega programa sofinanciranja nevladnih organizacij v času predreferendumskega odločanja o vstopu v EU
Abstract
Slovenska vlada je sredi devetdesetih let sprejela odločitev, da je treba v okviru politike, v zvezi s tematikami EU upoštevati pravico javnosti, da je obveščena o namerah in ukrepih svoje vlade ter o razlogih za in proti vstopu Slovenije v EU, in zato organizirati komunikacijske programe obveščanja in osveščanja javnosti. Kot ključni cilj zastavljene politike je bila postavljena težnja po referendumskem uspehu za vstop države v EU. V prispevku tako naknadno oziroma post-referendumsko vrednotimo učinkovitost enega izmed (pod)programov v okviru zastavljene komunikacijske politike. Predmet prispevka so načini izvajanja vladnega programa sofinanciranja nevladnih organizacij v okviru politike informiranja in obveščanja različnih ciljnih javnosti o vsebinah EU. Namen prispevka pa je ugotoviti, kako učinkovito načrtovano in izvedeno spremljanje izvajanja programa sodoloča končno učinkovitost tega programa.

In the mid nineties Slovenian government accepted a decision to respect people's right to be informed about the governmental intentions, measures and reasons why (not) to access to EU. According to that goal, the government organised communication programme on public informing and awareness. As a key goal of set policy the tension of referendum success to enter EU has been established. The author evaluates the effectiveness of one of the (sub) programmes of communication policy, related to co-financing non-governmental organisations and their activities, concerning the EU issues. The key purpose of the article is to establish how effectively the program has been planned and implemented in the sense of financial, content, human resources and (non) material resources aspects. Although we (theoretically) claim that effectiveness during the implementation of the programme co-determines the final programme effectiveness, our case did not prove that. Even though the programme formally succeeded with the referendum result, much defectiveness during the programme processes has been disclosed. |
