Abstract
Politizacija javne uprave je bila v zahodnih demokracijah v preteklih dveh stoletjih predmet upoštevanja vredne razprave; tovrsten razmislek je zlasti pomemben v očeh javnih uslužbencev, a tudi teoretikov države. Za javne uslužbence predstavlja politizacija grožnjo njihovemu profesionalnemu statusu in strateškemu ravnotežju, ki se je skozi desetletja mukoma vzpostavljalo med sferama uprave in politike. Za teoretike pa pojem politizacije pomeni nujnost upoštevanja različnih dimenzij birokratske aktivnosti. Dejansko je javna uprava, v najširšem smislu, politična institucija, saj birokratska aktivnost nenehno skuša vplivati na to, komu politična oblast kaj nameni in kot taka ne more biti brez vrednot; torej je vsa javna uprava v tem smislu politična. Najpogosteje se pojem politizacije nanaša na stopnje in vrste politične aktivnosti javnih uslužbencev, kot tudi na poskuse različnih posameznikov in skupin, da bi politično vplivali na javne uslužbence. V prispevku bomo s pomočjo nekaterih empiričnih podatkov analizirali aktualno stopnjo politizacije slovenske javne uprave, zlasti v luči zadnjih sprememb uslužbenske zakonodaje. V tem smislu je zlasti pomembna stopnja materialne politizacije, pri kateri bomo analizirali kriterije, po katerih se kadruje na politične in najvišje upravne položaje.

Secondary abstract: |
The politicisation of the public administration has been the subject of considerable debate in Western democracies for at least two centuries. The matter is of particular importance in the eyes of both civil servants and theorists of the state. For the civil servants at the start of twenty-first century, politicisation represents a threat to their professional status and the strategic balance that has gradually been achieved between public administration and politics. For theorists, politicisation implies taking into consideration all dimensions of bureaucratic activity. In fact, public administration is, in a broad sense, political institution. In the paper the author analyses - with the assistance of empirical data - the degree of politicisation of Slovenian public administration, especially from the viewpoint of the latest legislation changes of Civil Service Act. He emphasizes the degree of material politicisation, that is determined by the selection criteria to the political and highest bureaucratic positions. |
