Abstract

V diplomski nalogi so predstavljeni osnovni pojmi, ki se nanašajo na varovanje zunanje meje in zakonska podlaga za delo policistov pri nadzoru državne meje ter pooblastila po Zakonu o policiji in Zakonu o nadzoru državne meje. Varovanje državne meje je ena izmed temeljnih nalog policije zapisana v 3. členu Zakona o policiji. Oblike varovanja državne meje so prilagojene delu policistov, ki opravljajo dela in naloge na državni meji. Z oblikami dela varovanja državne meje se prepletajo tudi načini nadzora in varovanja državne meje, ki se povečini opravljajo peš, z motornimi in osebnimi vozili, s pomočjo helikopterja ter s pomočjo službenih konj in psov. Pri varovanju državne meje imajo policisti zastavljene cilje. S svojim aktivnim delom nenehno stremijo k temu, da bo državna meja na njihovem območju dobro pokrita in nadzorovana. S svojo stalno prisotnostjo in strogim nadzorom preprečujejo nedovoljene prehode čez državno mejo tujcem in njihovim organizatorjem. Poudariti je potrebno tudi, da v veliki meri k uspešnemu odkrivanju ilegalnih migracij pripomore sodelovanje policistov s tamkajšnjim živečim obmejnim prebivalstvom. Na podlagi izmenjave koristnih in dobrih informacij lahko policija doseže kvalitetno in hitro ukrepanje.

Secondary abstract: The thesis presents the basic concepts regarding the protection of external borders as well as the legal basis related to the work of police officers controlling the state border. Additionally, authorization under the Police Act and the Legal Act on Border Control are introduced. The protection of the national border is one of the principal duties of the police as stated in the third Article of the Police Act of the Republic of Slovenia. The manner of state border protection is adapted to the police work, depending on the specific tasks and duties at the border. The forms of the state border protection are intertwined with the methods of supervision and guarding, which is normally conducted on foot, by motor vehicles, with the help of helicopters, police horses and dogs. While protecting the state borders the policemen follow set aims. They are obliged by their work to protect and control the national border actively and efficiently. Their constant presence and strict supervision ensures the prevention of illegal border crossing of foreigners or their organizers, respectively. Great stress has to be laid upon the fact that the cooperation of the police with the local inhabitants aids greatly to the successful detection of illegal migration. By exchange of useful and good information the police can achieve a high quality and prompt action.
