Abstract
Kot ves svet tudi policija sledi napredku in potrebam sodobnega časa. Zraven številnih sodobnih tehnologij, ki lahko pripomorejo k delu policije, so policijske nosljive telesne kamere področje, ki bi lahko bistveno prispevalo k delu policistov in v policijski dejavnosti. V Združenih državah Amerike je uporaba in raziskava tega področja bistveno bolj razširjena, pa vendar se taka tehnologija uporablja tudi v Evropi in drugje po svetu. Je pa na raziskovalnem področju policijskih nosljivih kamer veliko pomanjkljivosti. V nalogi se opredelimo na to, kaj so policijske nosljive telesne kamere ter predstavimo nekaj prednosti in slabosti, ki jih ima uporaba take tehnologije. Predstavimo tudi zadržke in pomisleke, ki jih je treba premagati, da bi imela uporaba policijskih nosljivih telesnih kamer podporo tako od policije kot tudi od prebivalstva. Pregledamo tudi že opravljene raziskave tega področja in predstavimo nekaj ugotovitev, ki so jih raziskave prinesle.
Policijske nosljive telesne kamere so v uporabi tudi v Sloveniji, vendar jih v večini uporabljajo le posebne enote policije. Njihovo število je omejeno in niso obvezne, da bi jo moral nositi vsak policist. Raziskav na tem področju v Sloveniji primanjkuje, posebej če bi želeli kot družba sprejeti in posplošiti uporabo take tehnologije je treba najprej raziskati, kako in pod katerimi pogoji bi bila družba pripravljena sprejeti uporabo policijskih nosljivih telesnih kamer.
V magistrski nalogi smo izvedli raziskavo in ugotavljali odnos prebivalstva v Sloveniji do uvedbe in uporabe policijskih nosljivih telesnih kamer. V raziskavi smo ugotovili, da je prebivalstvo naklonjeno uporabi take tehnologije in menijo, da kamere vplivajo na opravljanje policijskega dela, njegovo varnost in politike, ki so povezane z uporabo kamer.

Like the rest of the world, even the police has to follow the advancement and needs of modern time. In addition to many modern technologies that help police work are police body-worn cameras are potentially one of the most beneficial to policing. In the United States of America, its use in research is the most widespread, however, this technology is also used in Europe and elsewhere in the world. But still there remains a big gap that is related to the research of the effects and usage of body-worn cameras. In this paper, we define what police body-worn cameras are and present some of the advantages and disadvantages of using this type of technology. We also present the reservations and concerns that need to be overcome for the use of police wearable body cameras to have the support of both the police and the population. We also review existing research in this area and present some of the findings.
Police wearable body cameras are also used in Slovenia, but most of them are used only by special police units. Their number is limited and it is not mandatory that every police officer should wear it. There is a lack of research in this field in Slovenia, especially if we as a society want to accept and generalize the use of such technology, we must first research how and under what conditions the society would be willing to accept the use of police body-worn cameras.
Within the master's thesis itself, we conducted research and determined the attitude of the population in Slovenia towards the introduction and use of police body-worn cameras. Through the research, we found that the population is in favor of the use of this type of technology and believes that cameras affect the performance of police work, its safety, and policies related to the use of cameras. |
