Abstract

Vsako leto na tisoče moških, žensk in otrok pride v roke trgovcev, tako v svojih državah kot v tujini. Trgovina z ljudmi je ena od najhujših oblik kršitev človekovih pravic. Številni dejavniki in spremenljivke naredijo posameznika ranljivega za trgovino z ljudmi in pogosto gre za kombinacijo dejavnikov, ki skupaj ustvarjajo tveganje za trgovino z ljudmi. Očitno dejstvo je, da problema trgovine z ljudmi ni lahko raziskati. Ključni vzroki za to težavo so pomanjkanje natančnih, merljivih in zanesljivih informacij o resničnem obsegu tega problema, manifestacijah določenih oblik trgovine z ljudmi, pa tudi njenih resničnih vzrokih. Organizirani kriminal je nedvomno mednarodno globalno vprašanje. Problem ni povezan samo z Zahodnim Balkanom, ampak ima na Balkanu ta problem posebno težo in bi lahko ogrozil stabilnost v regiji, lahko rečem tudi integracijo regije. Organizirani kriminal na Zahodnem Balkanu še naprej ogroža evropsko varnost, saj so balkanske države postale eno glavnih območij za vstop kriminalnih struktur v EU. Trgovina z ljudmi še naprej zavzema pomembno mesto v kriminalni praksi v Bosni in Hercegovini, k celotni situaciji pa prispevajo politično nestabilne in gospodarsko težke razmere v državi ter blaga kazenska politika sodišč. Trenutni trendi kažejo, da je vse več državljanov BiH žrtev trgovine z ljudmi tako znotraj kot zunaj Bosne in Hercegovine. Ne glede na to, ali so tujci ali domači državljani, si vse žrtve zaslužijo popolno pozornost, storitev in psihološko zdravljenje. Poleg tega je treba obravnavati ustrezno socialno in gospodarsko reintegracijo domačih žrtev, da bodo lahko našle svoje mesto v družbi in skupnosti na način, ki jim bo omogočal, da se preživljajo in s tem preprečili ponovno trgovino. Izvedene raziskave naj bi prispevale k izboljšanju sistema zbiranja podatkov v Bosni in Hercegovini ter krepitvi obstoječega strokovnega znanja pri pripravi, oblikovanju, izvajanju raziskav in usposabljanja. Prispevati mora k obveščanju ustreznih udeležencev, predvsem širše in strokovne javnosti o rezultatih, sklepih in priporočilih, ki izhajajo iz raziskave.

Secondary title: Human trafficking as a form of organized crime in Bosnia and Herzegovina
Secondary abstract: Every year, thousands of men, women and children fall into the hands of traffickers, both in their own countries and abroad. Trafficking in human beings is one of the worst forms of human rights violations. Many factors and variables contribute to the risk of trafficking in human beings and there is often a combination of factors that combine to create a risk of trafficking in human beings. The obvious fact is that the problem of trafficking in human beings is not easy to investigate. The key causes of this problem are the lack of accurate, measurable and reliable information on the real extent of the problem, the manifestations of certain forms of trafficking in human beings, as well as its real causes. Organized crime is undoubtedly an international and global issue. The problem is not only linked to the Western Balkans, but it has a particular weight in the Balkans and could threaten the stability of the region and, I might say, the integration of the region. Organized crime in the Western Balkans continues to threaten European security, as the Balkan countries have become one of the main areas for criminal structures to enter the EU. Trafficking in human beings continues to occupy a prominent place in criminal practice in Bosnia and Herzegovina, with the politically unstable and economically difficult situation in the country and the soft criminal policy in the judicial institutions contributing to the overall situation. Current trends show that more and more BiH citizens are being trafficked both inside and outside Bosnia and Herzegovina. Whether they are foreigners or nationals, all victims deserve full attention, service and psychological treatment. In addition, the adequate social and economic reintegration of domestic victims must be addressed so that they can find their place in society and the community in a way that will enable them to earn a living and thus prevent re-trafficking. The research carried out is expected to contribute to improving the data collection system in Bosnia and Herzegovina and to strengthen existing expertise in the preparation, design, implementation of research and training. It should contribute to informing the relevant stakeholders, in particular the general and professional public, of the results, conclusions and recommendations arising from the survey.
