diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo
Abstract
Ogroženost povečujeta tako urbanizacija kot tudi industrializacija. Zgoščevaje prebivalstva in industrija povečujeta onesnaževanje okolja in možnost nastanka industrijskih ter drugih civilizacijsko pogojenih nesreč. Krovni zakon, Zakon o varstvu pred naravnimi in drugimi nesrečami, določa temeljne sistemske rešitve ter vzpostavlja razmerje z drugo sistemsko in področno zakonodajo, zlasti glede preventivnih dejavnost. V integralnem varnostnem sistemu gospodarske družbe predstavlja služba za zaščito, reševanje in pomoč – civilna zaščita – enega ključnih varnostnih mehanizmov. Organiziranost civilne zaščite je boljša v organizacijah, v katerih lastniki in vodstvo razumejo pomen varnosti le–te za vsakega posameznika ter celotno organizacijo.
Diplomska naloga obravnava koncept varstva pred naravnimi in drugimi nesrečami ter s študijem primera ugotavlja, kako je to področje urejeno v energetski gospodarski družbi. Sestavljata jo teoretični in praktični del.
V teoretičnem delu je s pomočjo pregleda zakonodaje, državnih načrtov zaščite in reševanja, resolucij ter domače in tuje literature, ki obravnava področje zaščite in reševanja, opredeljen temelj vzpostavitve ustrezne organiziranosti civilne zaščite.
V praktičnemu delu je s pomočjo poslovne literature ter analize zbranih podatkov opredeljena organiziranost, vodenje in delovanje civilne zaščite v konkretni gospodarski družbi.
V intervjuju z odgovorno osebo so pridobljena mnenja o razmejitvah nalog med civilno zaščito, varnostno službo ter službo za varnost pred požari. Intervju z vodjem službe za varnost in zaščito v energetski gospodarski družbi je temeljnega pomena za preverjanje uvodoma postavljene predpostavke.
V zaključku so podani predlogi izboljšav, ki se nanašajo na vrzeli in pomanjkljivosti v sistemu zaščite in reševanja.

Secondary abstract: |
The risk is escalated by both urbanisation and industrialisation. The growth of population and industry are exacerbating environmental pollution as well as the likelihood of industrial accidents and other man – made disasters. The umbrella act – Protection Against Natural and Other Disasters Act – sets out the basic legislative solutions and establishes a relationship with other systemic and relevant legislation, particulary where preventive measures are concerned. In the integrated safety system of a company, the protection and rescue service – the Civil Protection service- is one of the key safety mechanisms. The Civil Protection service is better organised in organisations whose owners and management understand that the safety of the organisation is paramount for every single individual as well as for the organisation itself.
This bachelor's thesis deals with the concept of safety from natural and other disasters and uses a case study to determine how this area is organised at the Energy Company. The thesis consists of a theoretical and practical part.
In the theoretical part, we use an overview of legislation, government protection and rescue plans, resolutions and Slovenian and foreign sources dealing with the field of protection and rescue to define the basis for establishing an appropriately organised Civil Protection Service.
In the practical part, business – related sources and analyses of the accumulated data are used to determine the organisation, management and operation of the Civil Protection Service at a specific company.
In an interview with the person in charge of this area, opinions were obtained regarding the division of tasks between the Civil Protection Service, security service and fire protection service. The interview with the head of the safety and protection service at the Energy Company was crucial for the verification of the hypothesis posed in the introduction.
The conclusion contains a proposal for improvements regarding various gaps and faults in the protection and rescue system. |
