Abstract
Problematika divjih odlagališč odpadkov in njihove razširjenosti v Sloveniji je zelo velika. J. Kranjc (intervju, 3. 6. 2021) pravi, da imamo v Registru trenutno 13572 + 2555 lokacij. Od tega jih 9004 + 2066 še ni označenih kot očiščenih. Najbrž jih je v resnici že precej manj, a to so pač zadnji podatki (težko jih je zbirati). V diplomski nalogi smo tako podrobneje predstavili pojem ekološke kriminalitete, njene delitve in razširjenosti pri nas in po svetu, preučili smo zakonsko ureditev in sankcije, kadrovske sposobnosti nadzora (inšpekcijske službe), finančni vpliv na nelegalno odlaganje odpadkov, delo inšpekcijskih služb, delo policije, delo tožilstva idr.
Ugotovili smo, da je velik problem divjih odlagališč predvsem finančno breme fizične ali pravne osebe. Velik problem je tudi pomanjkanje kadra, pristojnih organov za preiskovanje trgovine z odpadki. Ugotovili smo, da bi bilo treba na tem področju zaposliti več kadra, ki bi se ukvarjal prav posebej s problematiko divjih odlagališč in ga posledično tudi vsako leto izobraževati. Ljudi bi bilo treba tudi bolj ozaveščati o škodljivih posledicah za ljudi in okolje, saj se nam zdi, da nam tega zavedanja v veliki meri primanjkuje. Da bi bilo podobnih odlagališč manj, bi morala država po Sloveniji odpreti več centralnih odlagališč, ki bi bila tako lažje dostopna fizičnim in pravnim osebam in seveda tudi finančno bolj dostopna. Država bi morala vsako leto organizirati tudi obvezno čiščenje, ki se ga bi moral udeležiti vsak polnoletni državljan, vsaj enkrat na leto, razen tistih, ki so zaradi zdravstvenih ali upravičenih razlogov odsotni.

Problems of illegal landfills with construction waste in slovenia |

Illegal landfills and their distribution represent a big problem in Slovenia. J. Kranjc (interview, 3.6.2021) says that we currently have 13572 + 2555 locations in the Register. Of these, 9004 + 2066 have not yet been marked as cleaned. There are probably even more of them, but these are the latest data (difficult to collect). In the diploma thesis we introduced the concept of ecological crime in detail, its distribution and extent in Slovenia and around the world, examined legislation and sanctions, human resources control abilities (inspection services), the financial impact on illegal waste disposal, work of inspection services, police work, prosecutions work, etc.
We found out, that the big problem of illegal waste dumps is primarily in the financial aspect of a natural or legal person. Another major problem is the lack of staff responsible for investigating waste trafficking. The undisputed finding is, that a larger number of staff should be employed in this area, who would deal specifically with the issue of illegal waste. Those workers should be educated on this topic every year. People should also be more aware of the environmental crisis and the harmful consequences, as we feel that this attitude towards the environment is largely lacking. To reduce the number of similar illegal waste dumps in Slovenia, the state should open more central garbage dumps, which would be easily accessible to natural and legal persons and, of course, more affordable. The state should also organize mandatory cleaning every year, which should be attended by every adult citizen, at least once a year, except for those who are absent due to health or other justified reasons. |
