Abstract
Organizirani kriminal je v zadnjem času zelo aktualna tema v svetu, kot tudi v Sloveniji, na kar kažejo številne razprave v medijih. Zagotovo je ena izmed ključnih političnih tem v sodobnih državah prav organizirani kriminal. Bistvo organiziranega kriminala je, da ga ne vidimo in ne slišimo. Deluje z velikim številom skupin. Zaskrbljujoče je, da nimamo mednarodno sprejete definicije organiziranega kriminala.
Organizirani kriminal prevzema tiste dejavnosti, v katerih se pričakuje največji dobiček. Kot primer navajam: trgovina z drogo, trgovina z orožjem, tihotapljenje ljudi, prostitucija …
V slovenski policiji se za definicijo organizirane kriminalitete v zadnjem času pretežno uporablja EUROPOLOVA definicija. Podatki kažejo, da se je RS uspela izogniti poplavi kriminalitete, tako klasične, kot tudi organizirane.
Razlike med ZDA in Evropo na področju organiziranega kriminala niso več tako očitne, ostaja pa glavna razlika, in sicer da je radij kriminalnih aktivnosti evropskih skupin v okviru tradicionalnega kriminala, manj pa je prodiranja v industrijo, sindikate, policijo in v pravosodje.
Organizirana kriminaliteta narašča tako v svetu, Evropi in v Sloveniji, vendar še ne predstavlja neobvladljivega družbenega problema. Organizirani kriminal pogosto presega državne meje, zaradi česar je razbitje dobro organiziranih združb težko delo za policijo.

Organized crime is currently a hot topic throughout the world and also in Slovenia which is evidenced by many media discussions. It is also, without any doubt, one of the key political issues in modern countries. The essence of organized crime is that we cannot see and hear it. It involves a large number of groups. A worrying fact is that there is no internationally accepted definition of organized crime.
Organized crime spreads into the activities where the expected financial gain is the highest. Some examples are drug trafficking, arms trafficking, trafficking in human beings, prostitution…
Slovenian police currently uses mainly the EUROPOL's definition of organized crime. Data shows that Slovenia managed to avoid the flood of crime, classic as well as organized.
Differences in organized crime between the USA and Europe are not so evident anymore. The main difference is, however, that the range of criminal activities in Europe remains within the scope of tradicional crime and it is not so spread in the industry, trade unions, police, justice administration.
Organized crime is on the rise globally, in Europe and in Slovenia, however it does not yet represent an unmanageable societal problem. Organized crime commonly transcends national borders and this is the reason why breaking up the well organized criminal organisations is a tough nut for the police to crack. |
