Abstract
Končni uporabniki zdravil pogosto odložijo odpadna zdravila med komunalne odpadke, ne da bi sploh pomislili, da s svojim nepravilnim ravnanjem obremenjujejo okolje in posledično svoje zdravje. Da bi zmanjšali škodljive vplive na okolje, ki jih povzroča neustrezno ravnanje s tovrstnimi nevarnimi odpadki, je Vlada RS leta 2010 sprejela Uredbo o ravnanju z odpadnimi zdravili, ki je določila pravila ravnanja ter pogoje za zbiranje in odstranjevanje odpadnih zdravil. V prvem letu veljavnosti, Uredba še ni dosegla vseh učinkov, ki jih je predvidela. Odpravila je sistemske pomanjkljivosti na področju ravnanja z odpadnimi zdravili, vendar se celotna količina zbranih in posledično termično obdelanih odpadnih zdravil ni povečala. V letu 2010 je bilo skupno zbranih in termično obdelanih 29,4 tone odpadnih zdravil, medtem ko so leta 2008 zbrali in termično obdelali 34,3 ton tovrstnih nevarnih odpadkov. Prav tako ostaja ozaveščenost javnosti o pravilnem ravnanju z odpadnimi zdravili na nizki ravni. Dobra polovica anketirancev še vedno odlaga odpadna zdravila med ostale komunalne odpadke, še višji je delež (60%) tistih anketirancev, ki sploh ne pozna pravilnega načina ravnanja z odpadnimi zdravili. Prav tako z možnostjo oddaje odpadnih zdravil v lekarne, še ni seznanjena večina (74%) anketirancev. Poleg lokalnih institucij in komunalnih podjetij, bodo morale v prihodnje tudi lekarne prevzeti svoje odgovornosti in storiti več za obveščanje in posledično ozaveščenost javnosti o pravilnem ravnanju z odpadnimi zdravili v naši državi. Potrebno bo vzpostaviti kontinuirano obveščanje končnih uporabnikov zdravil, ter venomer opozarjati na nevarnosti, ki jih povzroča nepravilno odlaganje tovrstnih nevarnih odpadkov. Vzporedno z višjo ozaveščenostjo javnosti se bodo povišale tudi količine zbranih in pravilno odstranjenih odpadnih zdravil v naši državi. Le tako bo dosežen glavni namen Uredbe.

EVALUATION OF EFFECTS OF THE DECREE ON MANAGEMENT WITH WASTE MEDICINES IN THE PODRAVSKA REGION |

End-users of medicines often defer waste medicines among household waste without any thought that improper disposal of this waste has an impact to the environment and consequently to health. In order to minimize adverse environmental impacts caused by improper handling of such hazardous waste, the government of Slovenia, in 2010 adopted a Decree on the management of waste medicines, which laid down rules of conduct and conditions for the collection and disposal of these waste medicines. In the first year of application, the Regulation has not yet reached all the intended effects. It eliminated the system deficiencies in the management of waste treated, but the total amount collected and subsequently thermally treated waste product was not increased. In 2010, the total amount of collected and destroyed waste products was 29,4 tons, while in 2008, amount of collected and thermally processed hazardous waste was 34,3 tons. Public awareness on the proper management of waste remains at a low level. More than half of respondents still deposit hazardous medicine waste among the rest of municipal waste, even higher is the percentage (60%) of those, who do not know the proper way of handling waste products. The possibility of discarding waste medicines in pharmacies is not known to most (74%) respondents. In addition to local municipal institutions and enterprises will have in the future, pharmacies will have to assume its responsibilities and do more to inform and, consequently make the public aware on the proper management of waste medicines in our country. Continuous informing of end-users will be needed, as alerting about the dangers posed by improper disposal of such hazardous waste. In parallel with higher public awareness, increased amounts of waste medicine will be collected and properly disposed throughout the country. Only then, the main purpose pursued by the Regulation could be reached. |
