Abstract

Magistrsko delo prikazuje problematiko današnjega izobraževalnega sistema na nivoju operativnega managementa na šolah. Z raziskavo med top managementom – ravnatelji, učitelji – operativnimi managerji in uporabniki storitev – starši in učenci, smo skušali priti do odgovora, katere kompetence so pomembne za uspešni operativni management na šolah in posledično za kvalitetno in konkurenčno slovensko šolo v evropskem merilu. Uporabili smo metodo anketnega vprašalnika in intervjuja. Rezultati raziskave na posameznih področjih so različni, a imajo eno skupno polje. Vsi anketiranci so med tremi najpomembnejšimi znanji izbrali informacijska znanja. To pomeni, da so informacijska znanja postala ena izmed ključnih kompetenc učiteljev. Po mnenju ravnateljev ljubljanskih šol so najpomembnejše kompetence učiteljev povezane z osebnostnimi lastnostmi, kot sta inovativnost in ustvarjalnost. Najpomembnejša so informacijska in managerska znanja (razvoj kadrov in delo v timu, organizacijske, vodstvene in motivacijske sposobnosti učiteljev – operativnih managerjev). Sledijo komunikacijska znanja. Po mnenju učiteljev – operativnih managerjev, je pogoj za kvalitetno delo kvalitetno vodstvo osnovne šole. Uspešne operativne managerje so označili kot inovativne osebe, ki skrbijo za svoj strokovni razvoj z raziskovalnim delom. Kompetence, ki jih imajo, so informacijske, od managerskih pa motivacijske in sposobnost trženja. Sledijo komunikacijska znanja. Po mnenju staršev in učencev pa so za uspešnega učitelja najpomembnejše informacijske, organizacijske in komunikacijske kompetence.

Secondary abstract: This survey deals with the problems of the today's educational system concerning the operational management of a school. For the purposes of the present research we asked top managers, teachers – operational managers, parents and pupils what are the most important competences of a successful teacher. We used the methods of the survey questionnaire and interview. The answers in various areas are different but have one common point. All the participants in the survey selected informational competences among the three most important skills. This means that informational skills are becoming one of the key competencies of teachers. According to the Ljubljana School principals teacher’s competences are related to their personal characteristics such as innovation and creativity. The most important are informational skills and management competences such as staff development and team-work. Followed by communication competences. According to the teachers - operational managers a quality top management of elementary school is a precondition for quality work. Successful operational managers are classified as innovative people who are responsible for their own professional development and research work. They have informational and management competences such as motivational skills and marketing capacity. Closely followed by communication skills, which are also of great importance. According to parents and students the most successful teachers have informational, organizational and communication competences.
