Abstract

Teroristično dejanje je kaznivo dejanje v klasičnem smislu, tako kot umor ali ugrabitev, ne glede na politične motive ali druge dejavnike.1 Boj proti terorizmu je ena od glavnih prednostnih nalog EU, njenih držav članic in mednarodnih partnerjev. Namen diplomskega dela je analizirati in raziskati terorizem ter boj proti terorizmu tako na nacionalni kot na mednarodni ravni. Skozi diplomsko delo bomo ugotavljali, če je notranja ureditev Republike Slovenije skladna z obveznostmi po mednarodnem pravu, če je RS pristopila k vsem pomembnim mednarodnim aktom glede terorizma, primerjali pa bomo tudi dejavnike, ki najbolj vplivajo na teroristična dejanja. Glavni cilj diplomskega dela pa je seveda ugotoviti, če se sploh uspešno borimo proti terorizmu. Cilj diplomskega dela je tudi potrditi ali zavreči postavljene hipoteze. Pri hipotezah si bomo pomagali tudi z online vprašalnikom oz. anketo, ki se bo priložila v delo in s katero se bo analiziralo mnenje slovenskih državljanov. V delu bomo torej obdelali veliko tem, glavna tematika pa bo seveda boj proti terorizmu. Ugotavljali bomo, kako terorizem ogroža našo varnost, vrednote naših demokratičnih družb ter pravice in svoboščine evropskih državljanov in državljank.

Secondary abstract: A terrorist act is a crime in the classical sense, just like murder or kidnapping, regardless of political motives or other factors. The fight against terrorism is one of the main priorities of the EU, its Member States and international partners. The purpose of the diploma thesis is to analyse and research terrorism and the fight against terrorism both nationally and internationally. Through the diploma work we will determine whether the internal organization of the Republic of Slovenia is in line with obligations under international law, if the Republic of Slovenia has acceded to all important international acts on terrorism and we will also compare the factors that have most influence on terrorist acts. The main goal of the diploma thesis is to find out if we are successfully fighting terrorism at all. The aim of the thesis is also to confirm or reject the hypotheses. To answer these hypotheses we will also perform an online questionnaire or a survey that will be attached to the assignment and which will analyse the opinion of Slovenian citizens. We will therefore deal with many topics in the thesis, while the main topic will be the fight against terrorism. We will identify how terrorism threatens our security, the values of our democratic societies and the rights and freedoms of European citizens.
