Abstract

Skozi analizo strokovne literature in intervjujev, opravljenih s slovenskimi strokovnjaki s področja ekologije, okoljske kriminalitete in terorizma, skušamo v magistrski nalogi predstaviti problematiko pojma ekološki terorizem, v nadaljevanju eko terorizem. Podobno kot pri pojmu terorizem se tudi pri eko terorizmu soočimo z velikim številom definicij, ki eko terorizem opredeljujejo v treh oblikah, in sicer kot izraba okolja za teroriziranje, kot teroriziranje okolja ter kot taktiko radikalnih okoljevarstvenikov. Z ločevanjem pojmov eko terorizem in okoljski terorizem se omenjene tri oblike definiranja eko terorizma lahko razdelijo med oba pojma, tako da se s pojmom eko terorizem opredeli delovanje radikalnih okoljevarstvenikov. Čeprav izraz ni povsem ustrezen, se radikalni okoljevarstveniki v zadnjem času pogosto označujejo kot eko teroristi. Razlog je besedna vojna med okoljevarstveniki, ki z namenom branjenja narave posegajo po radikalnejših, nemalokrat nasilnih in kaznivih dejanjih, ter med vladnimi inštitucijami in velikimi korporacijami, ki onesnažujejo in/ali pretirano izrabljajo okolje in živali z namenom večanja svojih dobičkov. Preučevana tematika je kompleksna in široka ter predstavlja preiskovalcem nov izziv, saj se radikalni okoljevarstveniki povezujejo na način, ki se v določenih segmentih razlikuje od terorističnih ali organiziranih kriminalnih skupin. Zaradi tega so v ZDA že sprejeli nekaj specifičnih zakonov, ki konkretno opredeljujejo in določajo zakonsko podlago za procesiranje dejanj eko terorizma, poleg tega pa si preiskovalci pri preiskovanju pomagajo tudi s klasičnimi orodji, kot so geografski informacijski sistem, orodje za določanje specifičnih tarč ter orodja za analizo povezav in analizo socialnih mrež.

Secondary abstract: In this dissertation we undertake the task of presenting the issues that lie behind ecological terrorism (henceforth eco-terrorism). For this purpose, numerous scientific articles have been analysed and interviews with experts in the fields of ecology, environmental crime and terrorism have been carried out. Similar to the concept of terrorism, eco-terrorism also deals with a large number of definitions which define eco-terrorism in three ways; first as the use of environment as a means of terrorizing, as a way of terrorizing the environment and as a tactic of radical environmentalists. By separating the two concepts, the eco-terrorism and the environmental terrorism, these three types of definitions of eco-terrorism can be divided between the two concepts, so that the concept of eco-terrorism defines the actions of radical environmentalists. Although the term is not entirely appropriate, the radical environmentalists have recently often been referred to as eco-terrorists. The reason for this is the war of words between the environmentalists who, for the purpose of protecting the environment, tend to resort to radical, and often violent and criminal acts, and the government institutions and large corporations which pollute and/or over-exploit the environment and animals in order to increase their profits. The studied topic is complex and broad and presents a new challenge for the investigators because the radical environmentalists form networks in a way that in certain segments or aspects differs from that of terrorist or organized crime groups. As a result, the U.S. has already adopted a number of specific laws that concretely define and stipulate the legal basis for the processing of acts of eco-terrorism. In addition, the investigators in these investigations can also help themselves by using different conventional tools and methods, such as the geographic information system, a tool for the identification of specific targets, links analysis tools and social networks analysing tools.
