diplomsko delo visokošolskega strokovnega študija Varnost in policijsko delo
Abstract
V naši nalogi je predmet raziskovanja zakonska in strokovna podlaga delovanja zasebnih varnostnikov pri nas.
Število varnostnih služb v Sloveniji narašča. Na strani Zbornice za razvoj slovenskega zasebnega varovanja smo našteli dvaintrideset imetnikov licenc, nekatera podjetja z več podružnicami po celotni Sloveniji za opravljanje različnih varnostnih storitev. Vsaka varnostna služba ponuja storitve, za katere je pridobila ustrezne licence. Zato mora biti delovanje vseh teh varnostnih služb strokovno in zakonito. To urejajo številni zakoni in pravilniki, po katerih morajo delovati varnostno licenčna podjetja, njihovi naročniki in varnostno osebje samo. Preverili smo program izobraževanja za naziv varnostnik, zakonsko podlago delovanja varnostnega osebja in nadzor nad njihovim delom. Trenutno veljavni zakon za zasebno varovanje je dokaj izpopolnjen, vendar se skozi delovanje zasebno-varnostnih podjetij in varnostnega osebja kaj hitro pokaže, da temu ni tako. Potrebne bi bile dodatne dopolnitve pri uporabi ukrepov in prisilnih sredstev varnostnikov. Ostati moramo tudi v koraku s kršitelji in prilagoditi zakone njim.
V raziskovalnem delu smo izvedli anketo, s katero smo preverili najpogosteje uporabljen ukrep ali prisilno sredstvo pri delu varnostnikov. Želeli smo izvedeti vrsto najpogosteje uporabljenih ukrepov, njihovo intenziteto in primere, v katerih te ukrepe uporabijo. Zbrani podatki so pokazali na to, da anketirani varnostniki pri svojem delu uporabijo, kjer morajo uporabiti prisilno sredstvo, najmanjšo potrebno silo ukrepov, to je fizično silo, natančneje, strokovne prijeme, nekateri tudi plinsko sredstvo pri primerih, kjer je ogroženost varnostnikov ali tovora večja. Intenziteta fizične sile in plinskega sredstva je pri vsakem od anketiranih podjetij drugačna, saj imajo različne dejavnosti oziroma pridobljene licence za delovanje.

In our study, the subject of research is legality and professional bases of private security in our country.
The number of security services in Slovenia is increasing. On the website of Chamber for development Slovenian private security we listed thirty two licenses holders, some companies with several branches throughout the country. Each security service offers services for which they have obtained the appropriate licenses. It is therefore necessary that the operation of all these security services is professional and legal.
This is governed by many laws and policies thereby must operate licensed security companies, their customers and security staff. We wrote about the program of education for the title of security guard, the legal basis of security staff. We also wrote about authority abuse by the security staff and about supervision over them. It appeared that, operation of security guards in large measure unsettled, modest and inadequate. Therefore, work of security staff is very hard and in some cases questionable. It surprises us, that there is no significant increase in cases of infringement power of security guards.
In the research work we carried out a survey in which we checked the most frequently used measures or forced asset in the work of security guards. We wanted to find out the type of the most commonly used measures, their intensity and the cases in which those measures apply. The collected data shows that interviewed security guards at their work, when they have to use compulsory minimum necessary force, coercive measures, that is natural force, more specifically, expert approaches. Some also use gas assert in cases where are the threats to security guards and cargo. The intensity of natural forces and gas assets is different in every surveyed enterprise, because they have different obtained licenses for working operation. |
