Abstract
Javni sektor svoje zaposlene motivira s sistemom plač in nagrajevanja, ki je zakonsko določen, kar povzroča togost sistema nagrajevanja in prav zato je dober sistem nagrajevanja zelo pomemben za uspešno delovanje organizacij in zadovoljstvo zaposlenih. V diplomskem delu smo tako v teoretičnem delu na podlagi spoznanj in stališč domačih in tujih avtorjev želeli predstaviti področje plač in nagrajevanja v javnem sektorju in prikazati kompleksen način nagrajevanja javnih uslužbencev. V empiričnem delu pa smo na podlagi ankete, ki smo jo opravili na Ministrstvu za okolje in prostor, natančneje v Agenciji RS za okolje, poskušali ugotoviti, kako uspešno in učinkovito je nagrajevanje v izbrani organizaciji ter kako so zaposleni seznanjeni z njim. Cilj in namen diplomskega dela je bil analizirati sistem plač in nagrajevanja v javnem sektorju ter prikazati, kakšen vpliv ima ta sistem na zaposlene v izbrani organizaciji javnega sektorja, kako sistem vpliva na uspešnost zaposlenih pri delu in podati predloge za izboljšanje sedanjega sistema. Ugotovili smo, da nagrade sicer imajo dober vpliv na zaposlene, saj le tem predstavljajo dodatno motivacijo za opravljanje dela, zato lahko na podlagi rezultatov, ki smo jih pridobili z anketo zaključimo, da je pomembno, da se organizacija zaveda, kakšne so potrebe zaposlenih, da jim poskuša zagotoviti pravičen sistem nagrajevanja, da jih torej ustrezno nagradi, vendar je pri tem potrebno poudariti, da če ni učinka pri plači, nagrada nima prav velikega pomena.

Public sector motivates its employees by their salary and remuneration system, which is legally defined; leading to stiffness of the remuneration system and that is why a good remuneration system is very important for successful operation of organizations and employee satisfaction. Our diploma thesis thus in its theoretical part based on the findings and views of domestic and foreign authors strives to introduce the area of salaries and remuneration in the public system as well as to demonstrate the complex method of remunerating civil servants. In the empirical part, based on the survey, which was conducted at the Ministry of the Enviroment and Spatial Planning, more specifically Slovenian Enviroment Agency, we tried to determine how efficient and effective is remuneration system in the selected organization and how employees are acquainted and familiar with it. The aim and purpose of our diploma thesis was to analyze the salary and remuneration system in the public sector and to demonstrate the influence of this system on employees in the selected organization of the public sector, how the system affects the performance of employees in carrying out their work and to make suggestions for improving the current system. We found that rewards and remuneration, however, does have a good impact on employees, since these represent an additional motivation for implementing the work of emplyees, so we are able to conclude, based on the results obtained through the survey, that it is important for the organization to be aware and realize the needs of its employees, that it tries to ensure a fair remuneration system for them, but it is here also important to emphasise that if there is no impact as regards the salary then such remuneration has no greater meaning of significance. |
