Abstract

Z vstopom Slovenije v schengensko območje in prevzemom varovanja zunanje schengenske meje se je Slovenija zavezala izpolnjevati zahteve Evropske unije po zagotavljanju varnosti. Sprejela je merila in načine varovanja meje po schengenskih standardih, kar je pomenilo velik korak v napredku slovenske policije. Prišlo je do dodatnega usposabljanja policistov za uporabo novih materialnih sredstev in Schengenskega informacijskega sistema, ki je predstavljal popolno novost na področju komunikacij in izmenjave podatkov. Varovanje v tem trenutku poteka skladno z vsemi predpisi in navodili, ki jih določata tako naša kot evropska zakonodaja, in tako povečuje nacionalno varnost in varnost celotne Evropske unije. Skozi diplomsko nalogo želim preveriti, ali trenutni način varovanja državne meje izpolnjuje zahtevane standarde s strani Evropske unije in ali so kriminal in ilegalni prehodi na schengenski meji v porastu ali v upadanju. Poskušal bom tudi najti vzroke za rast ali padec kriminalitete. Na osnovi statistike bom postavil smernice gibanja kriminalitete in predstavil napredek pri delu mejne policije.

Secondary abstract: When Slovenia entered the Schengen area and took over the protection of external border it also committed to fulfill the demands for safety assurance of European Union. It accepted the measures and ways of protections according to Schengen standards, which was a great step forward for Slovenian police. Additional education was given to policemen. They were taught how to use new materials and Schengen informational system which brought complete novelty on communicational bases and on exchange of information. At this moment, the protection is performed according to regulations and instructions that are given by Slovenian and European legislation. This contributes a great part to national security and the safety of whole European Union. Through my diploma work we would like to examine if this type of external border’s protection assures all the EU standards and also if the criminal and illegal crossing of the borders are on the increase or decrease. We will also try to find the cause for criminal fall or growth. We will set the guidelines of criminal movement on the basis of statistics and present the progress in the work of border police.
