Abstract

Brezpilotna letala so se v zadnjih letih močno spremenila in izboljšala v tehnološkem smislu, saj jih najdemo skoraj na vsakem koraku. Brezpilotna letala so močno olajšala delo in uporabo v civilni sferi, kjer jih uporabljajo na različnih področjih, na primer na področju zaščite in reševanja, nadzora in kmetijstva. Tehnološki razvoj brezpilotnih letal je, v primerjavi s klasično metodo dela, pripomogel k hitrejši in varnejši izvedbi dela ter k zajemu podatkov iz različnih virov. V diplomskem delu smo s pomočjo tuje in domače literature proučevali uporabo brezpilotnih letal za preprečevanje in odkrivanje nezakonitih prehodov čez državno mejo. Dotaknili smo se področja nezakonitih prehodov čez državno mejo v Republiki Sloveniji in predstavili problematiko nezakonitih prehodov. Ugotovili smo, da se število nezakonitih prehodov vsako leto povečuje. S pomočjo anketnega vprašalnika smo pridobili odgovore prebivalcev iz območij, kjer pogosto prihaja do nezakonitih prehodov čez državno mejo. S pridobljenimi odgovori prebivalcev smo potrdili oziroma zavrnili zastavljene hipoteze, ki se nanašajo na uporabo brezpilotnih letal za preprečevanje in odkrivanje nezakonitih prehodov. Z rezultati ankete smo ugotovili, da so brezpilotna letala primerno tehnično sredstvo za nadzor državne meje ter da je uporaba brezpilotnih letal v primerjavi s helikopterjem bolj učinkovita metoda nadzora državne meje. Prav tako smo ugotovili, da so prebivalci premalokrat seznanjeni z uporabo brezpilotnih letal ter da se premalokrat uporabljajo za nadzor državne meje. Glede na ugotovitve bi lahko policija vlagala več sredstev v uporabo brezpilotnih letal za preprečevanje in odkrivanje nezakonitih prehodov čez državno mejo, saj so nezakoniti prehodi resen problem pri zagotavljanju varnosti države.

Secondary abstract: Unmanned aerial vehicles have changed a lot in recent years and improved in technological terms, as they are found at almost every turn. Unmanned aerial vehicles have greatly facilitated work and use in the civilian sphere, where they are used in various fields, such as protection and rescue, surveillance and agriculture. The technological development of unmanned aerial vehicles has contributed to faster and safer work and the capture of data from various sources compared to the classical method of work. In the thesis we studied the use of unmanned aerial vehicles to prevent and detect illegal crossings across the state border with the help of foreign and domestic literature. We studied area of illegal crossings across the state border in the Republic of Slovenia and presented the issue of illegal crossings. We have found that the number of illegal crossings is increasing every year. With the help of a survey, we obtained answers from residents from areas where illegal crossings across the state border often occur. With the obtained answers of the residents, we confirmed or rejected the set hypotheses related to the use of unmanned aerial vehicles for the prevention and detection of illegal crossings. The results of the survey show that unmanned aerial vehicles are an appropriate technical means of state border control and that the use of unmanned aerial vehicles is a more effective method of state border control compared to a helicopter. We also found that the population is too unaware of the use of unmanned aerial vehicles and that they are not used enough to control the state border. According to the findings, the police could invest more in the use of unmanned aerial vehicles to prevent and detect illegal border crossings, as they are a serious problem in ensuring state security.
