Abstract

V kriznem času pandemije, je nastala potreba po hitrih, učinkovitih in zanesljivih ukrepih s katerimi bi države po svetu zajezile širjenja nalezljive bolezni SARS-CoV-2. Ukrep, ki je bil sprejet v večini držav in tudi v Sloveniji, je grobo posegel c človekove pravice in svoboščine. V diplomskem delu smo obravnavali ukrep omejitve gibanja in njegov vpliv na družbo in delo policije. V času, ko se je Korona virus – Covid-19 razširil po skorajda vseh državah sveta, je Vlada Republike Slovenije, kot ena izmed mnogih držav sprejela ukrepe, katerih namen je bil zajezitev in preprečevanje širjenja okužb z covid-19. V diplomskem delu so opredeljeni vsi ukrepi, kateri se nanašajo na omejitev svobodnega gibanja ljudi. Pod drobnogled je vzeto, kakšne posledice je naveden ukrep prinesel za ljudi, kako je vplival na družbo in kako je vplival na delo policije. Raziskovali smo, kakšen vpliv je imel ukrep omejitev gibanja, kot ukrep za zajezitev širjenja Covid-19. Kakšne posledice so nastale. Ali je ukrep omejitve gibanja vplival na psihično stanje ljudi, povečanje nasilja v družini, nezadovoljstvo ljudi in načrtno neupoštevanje ukrepa, poslabšanja gospodarskega stanja in kakšno vlogo je imela policija pri odkrivanju prekrškov in kaznivih dejanj v povezavi z ukrepom omejitve gibanja. Namen je predstaviti vlogo policije in posledic s katerimi se je zaradi ukrepa omejitve gibanja v času pandemije Covid-19 soočala slovenska policija in širša družba. Skozi diplomsko delo smo ugotovili kakšne so bile posledice ukrepov, ki jih je sprejelo večina držav po svetu, kot tudi Slovenija. Osredotočili smo se na ukrep omejitve gibanja, kateri je najbolj posegel v svobodo ljudi. Ugotovili smo, da je pandemija globoko zarezala v družbo, način življenja ljudi, gospodarstvo in delo policije. Družba je v pandemiji spoznala, kako pomembni so medsebojni stiki in svobodno gibanje. Ukrep omejitve gibanja je negativno vplival tudi na gospodarstvo. Policija, kot represivni organ pa je pokazala dobro in hitro prilagajanje na krizne dogodke in razmere. Raziskovanja smo se lotili tako, da smo najprej predstavili teoretičen del, ki zajema tovrsten ukrep prepoved gibanja in ga razdeljuje na različne stopnje, katerih skupna lastnost je omejitev gibanja in posledično zajezitev širjenja okužb z covid-19. Najprej smo začeli s socialnim vidikom in psihološkimi posledicami ukrepov na družbo, nato smo v empiričnem delu zajeli primerjavo stanja, pred in med veljavnimi ukrepi za preprečevanje širjenja okužb z covid-19. Raziskali smo vpliv pandemije na gospodarstvo in mednarodne odnose. V zvezi s policijskim delom smo predstavili hitro adaptacijo slovenske policije na krizne razmere, kakšne so bile dodatne zadolžitve policije in kako je policija odreagirala na pandemijo. Naprej smo primerjali število kaznivih dejanj z elementi nasilja, število kaznivih dejanj ponarejanje listin. Iz rezultatov raziskav smo ugotovili, da je omejitev gibanja, kot ukrep globoko posegel v človekovo svobodo in posledično na človeško psiho. Vpliv ukrepa pa so čutili v gospodarstvu, kot tudi v policiji. Zato menimo, da bi morale države k strogim omejitvam gibanja pristopiti bolj sistematično in transparentno, saj se nezadovoljstvo ljudi odraža prav zaradi slabe komunikacije odločilnih teles do državljanov. Menimo, da je slovenska policija v časih pandemije svoje delo, kljub kadrovski podhranjenosti, opravljala strokovno, zakonito in učinkovito. V gospodarstvu je po našem mnenju prišlo do temeljitih sprememb. Ljudje so sprejeli dejstvo, da jim je bilo gibanje omejeno, zato je prodaja izdelkov preko svetovnega spleta narasla. Predlagamo, da bi se še več ponudnikov produktov odločalo za spletno prodajo, predvsem manjša podjetja, ker bi tako postala odpornejša na tovrstne krizne dogodke v prihodnje.

Secondary abstract: In a time of pandemic crisis, there is a need for rapid, effective and reliable action to help countries around the world contain the spread of SARS-CoV-2. The measure, which has been adopted in most countries and also in Slovenia, is a gross violation of human rights and freedoms. In this thesis, we have discussed the restriction of movement measure and its impact on society and the work of the police. At a time when the Corona virus - Covid-19 was spreading in almost all countries of the world, the Government of the Republic of Slovenia, as one of many countries, adopted measures aimed at containing and preventing the spread of Covid-19 infections. In the thesis, all the measures relating to the restriction of the free movement of people are identified. The consequences of these measures for the people, their impact on society and their impact on the work of the police are examined. We have investigated what impact the measure of restriction of movement has had as a measure to contain the spread of Covid-19. Whether the restriction of movement measure had an impact on people's psychological state, the increase in domestic violence, people's frustration and deliberate disregard for the measure, the deterioration of the economic situation, and what role the police played in detecting offences and crimes in relation to the restriction of movement measure. The aim is to present the role of the police and the consequences that the Slovenian police and the wider society faced as a result of the restriction of movement measure during the Covid-19 pandemic. Throughout the thesis, we have found out what were the consequences of the measures taken by most countries in the world, as well as Slovenia. We focused on the measure of restriction of movement, which had the greatest impact on people's freedom. We found that the pandemic has cut deeply into society, people's way of life, the economy and the work of the police. The pandemic has made society realise the importance of interaction and freedom of movement. The measure of restriction of movement also had a negative impact on the economy. However, the police, as a repressive authority, have shown good and rapid adaptation to crisis events and situations. The research was approached by first presenting the theoretical part, which covers this type of movement restriction measure and divides it into different stages, which have in common the restriction of movement and, consequently, the containment of the spread of covid-19. We first started with the social aspect and the psychological impact of the measures on society, and then, in the empirical part, we covered a comparison of the situation before and during the measures in place to prevent the spread of covid-19. We investigated the impact of the pandemic on the economy and on the international relations. In relation to policing, we presented the rapid adaptation of the Slovenian police to the crisis situation, what additional tasks were assigned to the police and how the police responded to the pandemic. Next, we compared the number of crimes with violent elements, the number of crimes involving forgery of documents. From the results of the research, we concluded that the restriction of movement as a measure had a profound effect on human freedom and, consequently, on the human psyche. The impact of the measure was felt in the economy as well as in the police. We therefore believe that countries should take a more systematic and transparent approach to severe restrictions on movement, because it is precisely because of poor communication from the decision-making bodies to the citizens that people's dissatisfaction is reflected. We believe that the Slovenian police did their job professionally, legally and efficiently during the pandemic, despite being understaffed.
