Abstract

Kvalitetno in celovito urejeno področje pridobivanja kadrov je pomemben del vsake organizacije. Na uspešnost pridobivanja kadrov poleg razmer na trgu dela seveda vplivajo tudi procesi, ki jih organizacija uporablja za pridobivanje novih sodelavcev, in pogoji, ki jih za to postavlja. V magistrskem delu sem preučila ter z deskriptivno in komparativno metodo predstavila sodobno teorijo s področja zaposlovanja oziroma dela s kadri ter zakone in predpise s tega področja, in sicer s posebnim poudarkom na kompetencah in procesu zaposlovanja. Z anketo, izvedeno med vodjami radioloških inženirjev (oziroma med zaposlenimi na enakovredni funkciji), sem zbrala in preučila osnovne podatke o procesu zaposlovanja v podobnih organizacijah v tujini. Preučila sem, deloma na podlagi lastnih izkušenj, saj kot vodja radioloških inženirjev v procesu aktivno sodelujem, deloma pa na podlagi neformalnih razgovorov z ostalimi, vpletenimi v proces, tudi obstoječi proces zaposlovanja na Oddelku za teleradioterapijo Sektorja radioterapije Onkološkega inštituta Ljubljana. Pregledala sem obstoječe stanje na področju določitve kompetenčnega profila radiološkega inženirja, kadrovskih virov oziroma trga delovne sile, načina iskanja kandidatov, metod izbire med kandidati in sodelujočih v procesu zaposlovanja. Na podlagi te analize in podatkov, pridobljenih v teoretičnem delu naloge, sem z metodo konceptualizacije izdelala model novega procesa zaposlovanja.

Secondary abstract: People resourcing is an important part of the organisation behaviour, and obtaining new employees in a structured, controlled way that ensures proper quality of chosen people, is an integral part of people resourcing. Two key elements of successful resourcing are proper planning and well defined process. The aim of this study is to, based on modern Human Resource Management (HRM) theory, define the ideal way of sourcing and new employees for the organisation in question, compare it to existing practices and model a new process which will ensure highest possible quality of candidates’ within required timeframe, and to define key competences required of the candidates. A questionnaire, answered by heads of similar departments I have also checked practices in similar organisations in Slovenia and abroad. I have studied existing model. Findings are based mostly on informal interviews with people involved in current process and my experience with it, as I’ve been (as the head of radiotherapists in Department for teleradiotherapy) actively involved in the process of employment for the last 10 years. I have also researched practices employed by similar organisations in within and outside of the country. Based on these results I have modelled new employment process to be used in the organisation and defined key competencies for potential new employees.
