Abstract

V diplomskem delu je bilo naše delo osredotočeno na pobege zaprtih oseb iz koprskega zapora v obdobju 2004-2020. Gre za sodobni zapor, zgrajen po evropskih zaporskih standardih, zaradi česar se je že ob njegovem odprtju leta 2004 oblikovalo mnenje, da gre za enega izmed najbolj varnih zaporov Republike Slovenije. Uvodoma smo s pregledom literature predstavili slovenski zaporski sistem, koprski zapor in na kakšen način zaporski delavci preprečujejo pobege iz zaporov. V drugem delu smo z analiziranjem statističnih podatkov pridobljenih iz letnih poročil Uprave Republike Slovenije za izvrševanje kazenskih sankcij ugotavljali zasedenost slovenskih zaporov, ter število pobegov in strukturo pobegov po vrsti pobega in jih primerjali s pobegi iz koprskega zapora. S primerjavo podatkov smo ugotovili, da je koprski zapor v primerjavi z drugimi slovenskimi zapori izredno varen. Iz zaprtega dela zapora je bil od leta 2004 evidentiran le en klasičen pobeg, pri tem pa je potrebno izpostaviti, da ni bilo nobenega pobega med spremstvom pravosodnih policistov. Največje število pobegov iz koprskega zapora predstavljajo nevrnitve vendar kljub temu koprski zapor ne odstopa od ostalih slovenskih zaporov po številu pobegov. Ugotovili smo, da pobegi v koprskem zaporu ne vplivajo na varnost zapornikov in zaporskega osebja.

Secondary title: Escapes from koper prison
Secondary abstract: In the diploma thesis, our work focused on the escapes of imprisoned persons from the Koper prison in the period 2004-2020. It is a modern prison built according to European prison standards, which is why it was considered one of the most secure prisons in the Republic of Slovenia when it opened in 2004. In the first part, we present the literature review findings on the Slovenian prison system, the Koper prison and how prison workers prevent prison escapes. In the second part, by analyzing statistical data obtained from the annual reports of the Prison Administration of the Republic of Slovenia, we determined the occupancy of Slovenian prisons, as well as the number of escapes and the structure of flights by type of escape and compared them with escapes from the Koper prison. By comparing the data, we found that the Koper prison is safe compared to other Slovenian prisons. Since 2004, only one classic escape from the closed part of the prison has been recorded, and it should be noted that there was no escape during the escorts of prisoners outside the prison. The largest number of escapes from the Koper prison are non-returners, but despite this, the Koper prison does not differ from other Slovenian prisons in terms of the number of escapes. We found that escapes in the Koper prison do not affect the overall safety of prisoners and prison staff.
