Abstract

Slovenski častniki so pripadniki Slovenske vojske (SV), ki so lahko v svoji karieri večkrat napoteni na mednarodne operacije in misije (MOM). Izobraženi in usposobljeni so za vodenje v vojaški organizaciji in nosijo odgovornost za pravilno delovanje vojaških sestav. So profesionalci, ki v sodobnem varnostnem okolju opravljajo naloge v vlogah bojevnika, vodje in intelektualca. V nalogi preučujem njihovo delovanje v teh vlogah na MOM na Kosovu (KFOR), v Latviji (eFP) in v Maliju (EUTM). Z metodo analize vsebine, intervjujev in primerjalne metode sprva ugotavljam povezavo med obstoječim načinom izobraževanja in usposabljanja častnikov SV ter njihovo pripravljenostjo za opravljanje nalog na obravnavanih MOM. Za tem se osredotočam na preučevanje in primerjavo izbranih MOM ter izluščim znanje in spretnosti, ki jih za tamkajšnjo delovanje častniki potrebujejo. Ugotavljam, da so predhodna izobraževanja in usposabljanja bodočih častnikov, izobraževanje in usposabljanje častnikov v sklopu Centra vojaških šol (CVŠ), priprave na MOM, urjenja in izkušnje elementi, ki častnikom SV podajo in gradijo znanje ter spretnosti za delovanje na MOM. Delovanje častnikov SV na treh MOM se v številnih dejavnikih razlikuje, lahko pa najdemo tudi podobnosti. Znanje in spretnosti za njihovo delovanje pa niso več zgolj vojaške narave, temveč vključujejo še elemente iz drugih, npr. humanitarnih in lingvističnih področij. Postajajo konvergentne, kar je glede na izzive v sodobnem mednarodnem okolju nujno.

Secondary title: Performance of Officers of the Slovenian Armed Forces at International Operations and Missions in Kosovo, Latvia and Mali
Secondary abstract: Slovenian officers are members of the Slovenian Armed Forces, who may be deployed to international operations and missions (IOM) several times during their career. They are educated and qualified to lead in a military organization and are responsible for the proper functioning of military formations. They are professionals who, in the modern security environment, perform tasks in the roles of warrior, leader and intellectual. In the assignment, I examine their performance in these roles at IOMs in Kosovo (KFOR), Latvia (eFP) and Mali (EUTM). Using the method of content analysis, interviews and comparative methods, I first discover the connection between the existing method of education and training of the officers and their readiness to manage tasks at the IOMs in question. Afterwards, I focus on studying and comparing selected IOMs and extracting the knowledge and skills that officers need to operate there. I ascertain that the preliminary education and training of future officers, the education and training of officers within the Military Schools Centre, preparations for the IOMs, drills and experience are elements that give and build the knowledge and skills of Slovenian officers for their performance at IOMs. The performance of Slovenian officers in the three IOMs differs in various factors, but similarities can also be found. The knowledge and skills for their performance are no longer only of a military nature, but also include elements from others, e.g. humanitarian and linguistic fields. They are becoming convergent, which is necessary given the challenges in the modern international environment.
