Abstract

Diplomsko delo obravnava pomen političnega predstavništva žensk ter enakomerne zastopanosti spolov v politiki. Predstavljeni so institucionalni dejavniki, ki imajo velik vpliv na predstavništvo žensk. V okviru institucionalnih dejavnikov se podrobneje posvetim volilnim sistemom ter mehanizmu spolnih kvot. Slednje so lahko smatrane kot pozitiven ukrep ali pa kot ukrep, ki diskriminira. Cilj diplomskega dela je ugotoviti ali mehanizem spolnih kvot vpliva na izvoljivost kandidatk v občinske svete občin v Republiki Sloveniji. Število žensk, ki opravljajo funkcijo svetnice od uvedbe spolnih kvot sicer narašča, a je bil cilj tokrat ugotoviti kako se skozi leta spreminja delež izvoljivosti. Na podlagi obstoječih podatkov Statističnega urada Republike Slovenije ter Državne volilne komisije je bil narejen izračun izvoljivosti za izbrana mandatna obdobja lokalnih volitev. V nadaljevanju je bila opravljena analiza intervjujev županov izbranih občin. Na podlagi statističnih podatkov ter analize intervjujev, so v zaključku diplomskega dela predstavljene sklepne ugotovitve glede izvoljivosti kandidatk v občinske svete slovenskih ter vpliva spolnih kvot na povečanje izvoljivosti.

Secondary abstract:	This diploma thesis discusses the impact of the political representation of women thus the equal representation of gender in politics. Institutional factors, which have a great impact in the representation of women, are also presented. Given the institutional factors, I will take a closer look at the electoral system and the mechanism of gender quotas, which quotas, can be seen as a positive measure but also as a mechanism of discrimination. The main aim of the thesis is to find out if the mechanism of gender quota affects the electability of female candidates in the municipal councils of the municipalities in the Republic of Slovenia. Since the introduction of gender quotas, the number of women, who perform the function of councillors has been increasing - but this time the main goal was to observe how the share of electability changes over the years. The electability calculation was made based on existing data from the Statistical Office of the Republic of Slovenia and the National Electoral Commission for the selected mandate periods of the local elections in question. Another analysis was made based on interviews with mayors of selected municipalities. Based on the statistical data and the analysis of the above mentioned interviews, the conclusion of the thesis presents the findings regarding the electability of women candidates in Slovenian municipal councils and the influence of the gender quotas.
