Abstract

Organizirane kriminalne skupine izvajajo kazniva dejanja, z namenom pridobiti si predvsem moč ali dobiček. Na območju Evropske Unije se ukvarjajo s številnimi dejavnostmi, katere so odvisne od povpraševanja družbe, v kateri se organizirana kriminalna skupina nahaja. Najpogostejše oblike dejanj, s katerimi se te skupine na območju EU ukvarjajo, so trgovina z drogami, tihotapljenje ljudi, trgovina s strelnim orožjem, finančne ali druge vrste goljufij, kibernetska kriminaliteta ter ekološka kriminaliteta. Ker omenjena dejanja povzročajo škodo državnemu sistemu, se države med seboj povezujejo in ustvarjajo razne instrumente za boj proti organizirani kriminaliteti. Ker je za boj proti organizirani kriminaliteti najpomembnejša transparentnost in mednarodno sodelovanje, velik korak za boj proti organizirani kriminaliteta predstavlja združitev držav v EU. Glavni instrument EU za boj proti organizirani kriminaliteti predstavlja varnostna pobuda EMPACT, v okviru katerega se med seboj povezujejo razne organizacije za boj proti organizirani kriminaliteti, kot so Europol, Frontex, Eurojust, CEPOL, itd. Rezultati kažejo, da se Evropska unija sicer dobro bori proti OK, vendar pa se bodo morali z razvojem organizirane kriminalitete močno razviti tudi načini preiskovanja le-te, če hočemo, da rezultati ostanejo na tem nivoju. Ugotovili smo, da organizirana kriminaliteta predstavlja zelo velik problem predvsem zaradi dejstva, da je zelo močno povezana s korupcijo oseb na visokih položajih, pri čemer korupcija teh oseb direktno omogoča obstoj organizirane kriminalitete.

Secondary title: The European Union's fight against organized crime
Secondary abstract: Organized criminal groups commit crimes with the main purpose of gaining power or profit. In the territory of the European Union, they engage in many activities, which depend on the demand of the society in which the organized criminal group is located. The most common types of actions that these groups engage in, are drug trafficking, people smuggling, firearms trafficking, financial or other types of fraud, cybercrime and environmental crime. Since the mentioned actions cause damage to the state system, the states connect with each other and create various instruments to fight organized crime. Since transparency and international cooperation are most important for the fight against organized crime, a big step for the fight against organized crime is the unification of countries in the EU. The main EU instrument for the fight against organized crime is the security initiative EMPACT, within the framework of which various organizations for the fight against organized crime, such as Europol, Frontex, Eurojust, CEPOL, etc., connect with each other. The results show that the European Union does fight well against organized crime, but with the development of organized crime, the methods of investigating it will also have to be greatly developed if we want the results to remain at this level. We found that organized crime represents a very big problem, mainly due to the fact that it is very strongly connected with the corruption of persons in high positions, whereby the corruption of these persons directly enables the existence of organized crime.
