Abstract

Izobraževanje in usposabljanje zaporskih delavcev sega že v leta 1950, kjer je veljal predvsem strogi avtoritarni odnos. Pravosodni policisti so se takrat imenovali miličniki, kasneje pazniki, danes pa jih imenujemo pravosodni policisti. V 70. letih so ustanovili prvo penološko šolo, ki je skrbela za izobrazbo in primerno usposobljenost takratnih paznikov. Izvajali so usposabljanja s področji, s katerimi se srečujemo še danes, vendar so jih nadgradili. Današnji načini izobraževanja in usposabljanja se dotikajo veliko različnih področji, saj se pravosodnih policisti oz. vsi zaporski delavci vsakodnevno srečujejo z različnimi obsojenci in različnimi dogodki, za katere je potrebno, da so primerno izobraženi in usposobljeni. Smernice, ki so pomembne za izobraževanje in usposabljanje ter cilje določa tudi Svet Evrope, katerih se morajo države tudi držati. Poleg izobraževanja in usposabljanja pravosodnih policistov, pa se v Sloveniji vedno bolj uveljavlja tudi usposabljanje strokovnih in vodstvenih delavcev, saj so tudi oni veliko v stiku z obsojenci in je potrebno tudi njih še dodatno pripraviti za delo, da bodo lahko z obsojenci vzpostavili pozitiven odnos in jih uspešno pripravili za življenje po zaporu. V diplomskem delu poskušamo z obstoječo literaturo, ki se dotika področja izobraževanja in usposabljanja zaporskih delavcev, predstaviti način in metode usposabljanja nekoč ter usposabljanja pravosodnih policistov in zaporskih delavcev danes. Predstavili bomo njihove odnose, pristope in oblike dela z obsojenci ter tudi potek nadaljevalnega usposabljanja pravosodnih policistov.

Secondary title: Education and training of the prison staff in Slovenia
Secondary abstract: The education and training of prison staff dates back to the 1950s, when the attitude was mainly one of strict authoritarianism. The judicial police were then called militiamen, later guards, but today they are called judicial police. In the 1970s, the first penological school was set up to ensure the education and training of the guards. They provided training in areas that we still encounter today, but they have built on them. Today's education and training methods touch on many different areas, as judicial police officers, or all prison staff, are confronted on a daily basis with a variety of convicts and incidents that require them to be properly educated and trained. The Council of Europe also sets out guidelines and targets relevant to education and training, which countries must follow. In addition to the education and training of judicial police officers, Slovenia is also increasingly providing training for professional and managerial staff, as they also have a great deal of contact with convicted prisoners and need to be further prepared for their work in order to establish a positive relationship with them and to prepare them successfully for life after prison. In this thesis, we try to use the existing literature on the education and training of prison workers to present the way and methods of training in the past and the training of judicial police officers and prison workers today. We will present their attitudes, approaches and forms of working with convicted prisoners, as well as the process of further training of judicial police officers.
