Abstract
Naš cilj je kar najbolje razložiti tranzicijo obveščevalne dejavnosti v času sprememb političnega režima v nekdanjih socialističnih državah, katerih temelj državne ureditve je danes demokracija. Cilj je razložiti tudi vpliv politike na delovanje obveščevalne službe v današnji Sloveniji, v ta namen pa so v nalogi razloženi osnovni pojmi, da lahko v nadaljevanju razumemo razlike v načinu delovanja obveščevalnih služb v nekoč socialistično, danes pa demokratično urejenih državah.
Obveščevalna dejavnost, kot ena izmed prvih »obrti«, je nekaj, kar se razvija v koraku z družbo in potrebami le te, zato ima vsaka sprememba na družbeni ravni velik vpliv na delo obveščevalnih služb, le te pa se morajo prilagoditi vsem spremembam v družbi. Potrebe po prilagajanju in fleksibilnosti obveščevalne dejavnosti danes nastajajo predvsem zaradi tehnološkega razvoja, ki spreminja in nadgrajuje že ustaljen način dela in ga je moč implementirati v že obstoječe aktivnosti obveščevalne službe.
Sprememba političnega režima, npr. iz socializma v demokracijo, kot bo opisano v tej nalogi pa spremeni oz. zamenja tako tistega katerega interese obveščevalna služba brani, kot tudi tistega, zoper katerega obveščevalne akcije potekajo. Spremenijo se temeljni pojmi obveščevalne službe, kar posledično dopušča vpliv t i. nove politike na delo obveščevalnih služb, ki si s političnimi manevri in kadrovanjem poizkušajo podrediti obveščevalno službo, da bi le ta delovala na podlagi osebnih političnih interesov, postavljenih pred nacionalne interese.
Padec totalitarističnih sistemov je povzročil tudi razpuščanje tajnih policij, mnogokrat imenovanih kar politična policija, katere glavni namen je bilo zagotavljanje politične moči totalitarističnih voditeljev in diktatorjev na čelu držav. Kljub temu povezave med politiko in obveščevalno dejavnostjo obstajajo še danes, dogajajo pa se tudi zlorabe varnostno obveščevalnih služb z namenom doseganja lastnih političnih ciljev vodilne politike v državi.

Transition of intelligence work during cold war era and political police |
Secondary abstract: |
Our aim is to explain as best as possible the transition of the intelligence activity during the changes of the political regime in the former socialist countries, the basis of which today is democracy. The goal is also to explain the influence of politics on the operation of the intelligence service in today's Slovenia, and for this purpose, the task explains basic terms so that we can further understand the differences in the way intelligence services operate in countries that used to be socialist, but today are democratic.
Intelligence activity, as one of the first "crafts", is something that develops at the same time as the society and its needs, therefore every change at the social level has a great impact on the work of intelligence services, which must adapt to all changes in society. Today, the need for adaptation and flexibility of the intelligence activity arises primarily due to technological development, which changes and upgrades the already established way of working and can be implemented in the already existing activities of the intelligence service.
A change in political regime, e.g. from socialism to democracy, as will be described in thesis, it changes or replaces both, the one whose interests the intelligence service defends, as well as the one against whom the intelligence operations are conducted. The fundamental notions of the intelligence service are changing, which allows the influence of so called new policy on the work of the intelligence services, which, through political maneuvers and staffing, try to subjugate the intelligence service so that it only works on the basis of personal political interests placed before national interests.
The fall of totalitarian systems also led to the dissolutions of the secret police, often referred to as the political police, whose main purpose was to ensure the political power of totalitarian leaders and dictators at the head of the state. Despite this, the connections between politics and intelligence still exist today, and there are also abuses of security intelligence services going on with the aim of achieving the own political goals of the leading politicians in the country. |
