Abstract

Policijske nosljive kamere v Sloveniji predstavljajo nov tehnološki družbeni pojav, ki se ga še kar nekaj prebivalcev ne zaveda. Drugod po svetu se je ta tehnološka novost že dobro implementirala v sistem in prinaša veliko prednosti tako za policijo kot za prebivalce. Pri nas tega še ne moremo trditi, saj je ta tehnološka novost dokaj sveža. Že po sami zakonodajni ureditvi uporabe policijskih kamer je težje izmeriti uspešnost implementacije policijskih kamer, saj uporaba temelji na odločitvi policista samega. Zaradi te novosti nas je v diplomski nalogi zanimalo ozaveščenost prebivalcev Slovenije. Zanimalo nas je mnenje o tej tehnologiji in njihovo mnenje o uporabi. Želeli smo ugotoviti, kako se ljudje počutijo in bi se počutili, če bi se srečali s to novostjo. Zanimalo nas je, ali bi se prebivalci Slovenije počutili varnejše in ali bi bolj sproščeno sodelovali v policijskem postopku, kjer bi policist nosil in uporabljal policijsko kamero. Pri pregledu tuje literature in tujih raziskav smo ugotovili, da so ljudje drugod po svetu zelo naklonjeni uporabi policijskih kamer in da bi se počutili varneje v policijskem postopku, kjer bi bila kamera prisotna. Prav tako bi bili pripravljeni bolj sodelovati v policijskem postopku. Za ugotovitev stanja pri prebivalcih Slovenije smo sestavili anketni vprašalnik in s pomočjo njega zbrali podatke od 254 polnoletnih oseb. Rezultati raziskave so pokazali, da številni prebivalci niso obveščeni o tej novosti, da so prebivalci naklonjeni uporabi policijskih kamer in da bi se ob njihovi uporabi počutili bolj varno, izboljšalo pa bi se tudi zaupanje v slovensko policijo. Ugotovili smo tudi, da prebivalci ne bi bili bolj pripravljeni sodelovati s policisti v prisotnosti nosljive policijske kamere, prav tako pa ne bi manj sodelovali. To lahko pomeni, da obstajajo tudi drugi dejavniki, ki bi jih bilo treba raziskati, da bi pojasnili, zakaj imajo prebivalci nevtralen odnos do boljšega sodelovanja s policisti.

Secondary title: The Slovenian citizens' perception of police body-worn cameras
Secondary abstract: Police body-worn cameras pose a new technological and social occurrence in Slovenia, which quite a lot of citizens are not aware of. In other parts of the world, the technological novelty has implemented itself into the system quite well and brings many advantages for the police force, as well the citizens. We cannot say that for sure here, as the technological novelty is still fresh. By the legislative structure of the use of body-worn cameras alone, it is hard to measure the success of the implementation of said cameras, because the use of the equipment is based on the decision of the police officer himself. Due to this novelty, we were wondering in the thesis about the awareness of the people of Slovenia. We were wondering about their opinion on this technology in their thoughts on its use. We wanted to learn how people feel and would feel if they had encountered this novelty. We were wondering if the people of Slovenia would feel safer and if they would cooperate more easily in the police procedure, where the police officer would be wearing and using a police camera. While looking at foreign literature and research, we have discovered that people in other parts of the world are very fond of the use of police body-worn cameras and would feel safer in the procedure where such a camera would be present. They would also be willing to cooperate more in the police procedure. In order to see what the situation was with the people of Slovenia, we have put together a questionnaire, and with its help we have gathered the data of 254 people of age. The results of the research have shown that many people are not informed of the novelty, that the people are fond of the use of body-worn cameras and that they would feel safer with their use, while the trust in the Slovenian Police Force would grow. We have also discovered that the people would not be more inclined to participate with the police officer at the presence of s police body-worn camera and they would not cooperate any less. This could mean that there are other factors which would need to be explored in order to explain why the people have a neutral stance towards better cooperation with the police officers.
