Abstract

Namen te diplomske naloge je predstaviti pojem pogrešanih oseb in analizirati smernice dela policije pri obravnavi prijav pogrešanih oseb. Za pogrešane osebe veljajo osebe, ki so se iz svojega običajnega življenjskega okolja oddaljile po svoji ali proti svoji volji, glede na njene dotedanje življenjske navade, običaje, stike, aktivnosti in druge okoliščine pa v nekem razumnem roku ne obstajajo podatki o njihovem novem prebivališču ali usodi. Večina oseb, ki so bile prijavljene kot pogrešane, se je vrnila kmalu po izginotju, ne da bi utrpele neko bolečino ali poškodbo. Majhen odstotek pogrešanih pa se poškoduje ali so žrtve kaznivih dejanj. V okviru iskanja pogrešanih oseb je potrebno razlikovati med pojmoma reševanje in iskanje. Reševanje se izvaja v primeru domneve, da je pogrešana oseba živa. Iskanje pa se izvaja, ko se z veliko verjetnostjo oceni, da pogrešana oseba ni več živa. V takih primerih je naloga iskanja najti truplo pokojnika. Posebej pomembno pri iskanju in reševanju je logično in natančno načrtovanje ter izbira načina in taktike iskanja glede na razpoložljiva dejstva. Ena pomembnejših nalog policije pri preiskovanju pogrešanih oseb je tudi zagotavljanje podpore ožji družini in bližnjim prijateljem. V nekaterih primerih namreč travma, povezana s takšnim dogodkom, postavi družino in prijatelje pogrešane osebe pod hud osebni pritisk, zlasti če so v preiskavo vključeni mediji. Prav tako pomembna naloga policije je po končanem iskanju ugotoviti dejanske razloge in motive za izginotje, da bi s tem zmanjšali možnost ponovitve dejanja.

Secondary abstract: The purpose of this thesis is to present the concept of missing persons and to analyze the guidelines of the police when dealing with reports of missing persons. Missing persons are persons who have moved away from their usual living environment voluntarily or against their will, and given their previous life habits, customs, contacts, activities and other circumstances, there is no information about their new place of residence or fate within a reasonable period of time. Most persons reported missing returned shortly after their disappearance without suffering any pain or injury. A small percentage of missing persons are injured or are victims of crimes. In the context of searching for missing persons, it is necessary to distinguish between the terms rescue and search. Rescue is carried out if the missing person is presumed to be alive. The search is carried out when it is estimated with high probability that the missing person is no longer alive. In such cases, the task of the search is to find the body of the deceased. Logical and precise planning and the choice of search method and tactics based on the available facts are especially important in search and rescue. One of the most important tasks of the police in investigating missing persons is also providing support to close family and close friends. In some cases, the trauma associated with such an event puts the family and friends of the missing person under severe personal pressure, especially if the media is involved in the investigation. An equally important task of the police, after the search is over, is to find out the actual reasons and motives for the disappearance, in order to reduce the possibility of repeating the act.
