Abstract
Slovenska vojska opravlja klasične vojaške naloge, kot sta vojaška obramba in sodelovanje v mednarodnih operacijah kriznega odzivanja, hkrati pa pomaga pri zaščiti in reševanju ob naravnih in drugih nesrečah ter pomaga policiji pri širšem varovanju državne meje. Kljub temu je v zadnjih letih prejela nekaj slabih ocen za svojo pripravljenost. Slabe ocene so tudi posledica pomanjkanja finančnih in kadrovskih virov. Slovenska vojska se že nekaj časa bori s problemom kadrovske podhranjenosti. Zadnja leta ji težav ne povzroča le zaposlovanje novih kadrov, temveč tudi zadrževanje obstoječega. Iz tega razloga se je že večkrat pojavila ideja o ponovni uvedbi vojaškega roka, katerega je Republika Slovenija zamrznila leta 2003. Z uvedbo naborništva bi Slovenski vojski priskrbeli potreben kader za njeno delovanje, obenem pa bi mladim omogočili večjo socializacijo in še kako potrebne življenjske izkušnje. Čeprav večina evropskih držav nima več obveznega služenja vojaškega roka, je v Evropi in po svetu še vedno nekaj držav, ki močno zagovarjajo naborništvo. Med njimi so tudi Avstrija, Švica, Švedska, Litva in Danska. Če bi v Sloveniji ponovno uvedli naborništvo, bi se ga udeležili polnoletni državljani, najverjetneje bi bili vpoklicani med prehodom iz srednje šole na fakulteto. Zato smo naredili anketo med dijaki zaključnih letnikov srednjih šol in jih povprašali po njihovem mnenju. Anketirani srednješolci povečini podpirajo ponovno uvedbo vojaškega roka in menijo, da bi se ga morale udeležiti tudi ženske. Glede na to, da srednješolce ponovna uvedba obveznega služenja vojaškega roka očitno ne moti, bi veljalo ponovno razmisliti tudi o tej možnosti zagotavljanja kadra Slovenski vojski.

The Slovenian Army performs general military duties, such as military defence and cooperation in international crisis response operations. It also contributes to protection and rescuing efforts in the event of natural and other accidents and helps the police protect the national border. Nevertheless, its preparedness in the last few years has been assessed poorly. These poor assessments are also a result of the lack of financial and human resources. The Slovenian Army has been battling the lack of human resources for quite some time. Moreover, in the last few years, it has been facing problems related not only to the recruitment of new people, but also to the retention of the existing employees. For this reason, the idea to reintroduce conscription has formed multiple times, but was frozen by the Republic of Slovenia in 2003. The introduction of conscription would provide human resources required for the operations of the Slovenian Army, while also enabling greater socialisation and much needed life experience to young people. Even though most European countries no longer have conscription, there are still some countries in Europe and worldwide that strongly support it, including Austria, Switzerland, Sweden, Lithuania and Denmark. If Slovenia were to reintroduce conscription, citizens of full age would be requested to join the military, and they would probably be conscripted during the transition from high school to the university. For this reason, we conducted a survey in high school senior students, asking them about their views. The students surveyed mostly support the reintroduction of conscription and believe that women should participate in it, too. Considering that high school students are not bothered by the reintroduction of
conscription, this possibility of ensuring human resources for the Slovenian Army should be reconsidered. |
