Abstract

V obdobju tik pred prevzemom evra se razprave v Sloveniji zelo veliko ukvarjajo z izpolnjevanjem Maastrichtskih kriterijev. Pri fiskalnih kriterijih Slovenija ni imela nikoli velikih težav, vendar pa to še ne pomeni, da je fiskalna okoliščina Slovenije dolgoročno vzdržna. Namen pričujoče analize je bil ugotoviti prav to: ali so javne finance v Sloveniji dolgoročno vzdržne. Pri tem je metodologija temeljila na objektivni analizi dolgoročne stabilnosti oziroma vzdržnosti javnih financ. Analiza je pokazala, da je bila Slovenija v preteklih letih že večkrat na meji fiskalne vzdržnosti ali celo pod njo, v naslednjih letih pa se razmere lahko samo še zaostrijo, v kolikor ne bo realizirana potrebna fiskalna reforma in drugi ukrepi, predvsem na področju upravljanja državnega dolga.

Secondary title: Analysis of public finance (non)sustainability in Slovenia
Secondary abstract: In the immediate period before adopting the euro, many debates in Slovenia deal with fulfillment of the Maastricht criteria. Slovenia has never had any significant problems with the fiscal criteria, but this does not mean that it has a long-term sustainable fiscal situation. The purpose of the analysis is exactly that: to analyze the (non)sustainability of Slovenia's fiscal stance. The methodology is based on an objective analysis of the long-term stability/sustainability of public finance. The analysis shows that Slovenia crossed the acceptable level of sustainability in previous years. In the coming years the circumstances can only worsen unless necessary fiscal reform and other measures (especially reform of public-debt management) are introduced.
