Abstract

Avtor obravnava nekatera odprta vprašanja povezana z diskusijo in političnimi procesi ob poskusu uvajanja dvokrožnega večinskega sistema v Sloveniji. Trdi, da uvedba novega volilnega sistema zahteva pristanek velike večine volivcev, kar pomeni dve tretjini poslancev državnega zbora ali večino opredeljenih na referendumu z večinsko udeležbo. Uvedba novega volilnega sistema bi naletela na težave z ustavnim načelom enakosti glasov in z načelom delitve oblasti. Avtor tudi kaže, da je zahteva po večinskem sistemu politični odgovor podeželja na strah pred združevanjem v EU.

Secondary abstract: Some open issues concerning the discussions and political processes connected with the attempt to establish a bi-circular majority electoral system in Slovenia are being presented. The establishment of a novel electoral system demands the consent of the majority of voters, i.e. two thirds of the representatives of the national assembly or the majority of participants declared at the referendum with a majority participation. The establishment of the new electoral system would present problems concerning the constitutional principle of the equality of votes as well as the principle of the division of power. The author points to the fact that the demand for a majority system is an answer of the rural areas regarding the fear in joining the European Union.
