Abstract

Some specific, distinct characteristics of certain types of states, the so called "small states", can be defined and recognised. We speak of a specific structure and functioning of state foreign policy bodies, values and goals strived for and realised by the chosen foreign policy, as well as instruments and methods a small state uses in relations with other states. The issue of coordination of foreign policy functions (central role of the ministry of foreign affairs), essential in the adaptation to the challenges put before small states by a modern international community, is put forth. There is also the issue of preserving national identity and international clarification concerning Slovenia's national interests, as well as a necessity for an expert, efficient and suitable foreign policy body functioning primarily through diplomatic activities, since instruments of persuasion and dialogue have, in international activities of small states, undisputable advantages over means of constraint or force.

Secondary abstract: Mogoče je ugotoviti in utemeljiti nekatere posebne, specifične determinante zunanje politike določenega tipa držav, t.j. "majhnih držav". Gre za specifičnost sestave in delovanja njihovih organov za zunanje zadeve, vrednot in ciljev, ki jih s svojo zunanjo politiko uresničujejo, ter sredstev in metod, ki jih majhna država uporablja v odnosih z drugimi državami. Izpostaviti je mogoče predvsem problem koordinacije zunanjepolitičnega delovanja (središčna vloga Ministrstva za zunanje zadeve), ki je potrebna v prilagajanju na izzive, ki jih pred majhno državo postavlja sodobna mednarodna skupnost; potrebo po ohranjanju nacionalne samobitnosti in mednarodne razvidnosti v za Slovenijo neizbežnem vključevanju v Zahodnoevropske integracijske procese (EU in NATO), procese, ki so poleg odnosov s sosedi stalnica slovenskega nacionalnega interesa; ter nujnost strokovnega, kompetentnega in ustrezno kadrovanega delovanja zunanjepolitičnega aparata s predvsem diplomatskimi sredstvi zunanje politike,saj imajo sredstva prepričevanja v zunanjepolitičnem delovanju majhne države nesporno prednost pred sredstvi prisiljevanja.
