Abstract

V nalogi smo analizirali elaborate geodetskih storitev opravljenih v sklopu legalizacije večjega števila nelegalnih gradenj. Posebnost obravnavanega primera je večje območje obravnave, ki je razdeljeno na posamezne parcele, ki so bile vse v lasti ali upravljanju Mestne občine Ljubljana in se nahajajo v kraju Tomačevo. Cilj je bil ugotoviti ali je za reševanje takega problema potrebnih več geodetskih postopkov urejanja in preurejanja parcel. Poleg analize katastrskih postopkov smo pregledali in opisali tudi veljavno zakonodajo skozi različna obdobja legalizacije. Pregledali in opisali smo tudi objave medijev, ki so spremljale reševanje težav črnograditeljev skozi celotno obdobje in podajajo svojevrsten pogled na dogajanje. Z analizo katastrskih postopkov v elaboratih smo potrdili našo domnevo o uporabi več postopkov katastrskega urejanja in preurejanja parcel na večjih območjih z nelegalnimi objekti.

Secondary abstract: In this diploma thesis, we analysed the surveying services provided as part of the legalisation of several illegal constructions. The particularity of the study case is the larger area of consideration, which is divided into individual land plots, all of which were owned or managed by the City Municipality of Ljubljana and are located in Tomačevo. The objective was to find out whether more surveying procedures for cadastral (re)arranging of land plots are needed to solve such a problem. In addition to the analysis of the cadastral procedures, we also reviewed and described the applicable legislation during the various periods of legalizations. We also reviewed and described the news and other media publications that accompanied the legalisation throughout the entire period and give a unique view of what is happening. By analysing the cadastral procedures in the studies, we confirmed our assumption about the use of several procedures for cadastral (re)arranging plots in larger areas with illegal buildings.
