diplomsko delo visokošolskega študijskega programa Informacijska varnost
Abstract
Z razvojem kibernetskega prostora in odvisnosti družbe od njega so obveščevalne službe in z njimi povezani akterji za doseganje geopolitičnih in nacionalnovarnostnih ciljev morali razviti nove metode in orodja, ki jim omogočajo pridobivanje tajnih podatkov iz tega prostora. Pojavile so se nove tehnike in strategije, ki so posebej zasnovane za izkoriščanje ranljivosti digitalnih sistemov. V diplomskem delu bomo predstavili uporabo teh orodij, ki jih poznamo pod pojmom kibernetsko orožje, in njihovo vlogo pri pridobivanju tajnih podatkov.
Predstavili bomo tudi različne vrste kibernetskega orožja, ki ga uporabljajo obveščevalne službe, kot so zlonamerna programska oprema, virusi in druge oblike zlonamerne programske opreme. Ta orodja so namenjena vdoru v ciljne sisteme in zbiranju podatkov, ki se nahajajo v teh sistemih.
Tako je v sodobnem digitalnem svetu uporaba kibernetskega orožja postala najpomembnejša metoda zbiranja obveščevalnih podatkov.
V diplomskem delu bomo izpostavili tudi druge nevarnosti, povezane z uporabo kibernetskega orožja, ki pa niso povezane z zbiranjem tajnih podatkov. To so kibernetski napadi na številne sisteme, ki so pomembni za delovanje države, tu bi omenili predvsem kritično infrastrukturo, finance, gospodarstvo in družbene podsisteme, kot je zdravstvo, takšni napadi pa družbi povzročijo veliko škode. Tudi za temi napadi običajno stojijo države ali hekerske skupine, ki jih pogosto sponzorira država.
Da se država lahko uspešno zoperstavi tem napadom, ki so usmerjeni na kritično infrastrukturo in nimajo nobene povezave z obveščevalno dejavnostjo, pa je pogosto potrebno mednarodno sodelovanje med državami oziroma mednarodnimi organizacijami, kot sta EU in NATO.

Use of cyber weapons in the sphere of intelligence activity |

With the development of cyberspace and society's dependence on it, intelligence services and related actors have had to develop new methods and tools to extract classified information from it in order to achieve geopolitical and national security objectives. New techniques and strategies have emerged that are specifically designed to exploit the vulnerabilities of digital systems. In this thesis, we will present the use of these tools, known as cyber weapons, and their role in the acquisition of classified information.
We will also present the different types of cyber weapons used by intelligence services, such as malware, viruses and other forms of malicious software. These tools are designed to break into target systems and collect the data that resides in those systems.
Thus, in the modern digital world, the use of cyber weapons has become the most important method of intelligence gathering.
In this thesis, we will also highlight other threats related to the use of cyber weapons that are not related to the collection of classified information. These are cyber-attacks on a number of systems that are important for the functioning of the state, especially critical infrastructure, finance, economy and societal subsystems such as health care, which cause a lot of damage to society These attacks are also usually carried out by states, or by hacker groups, which are usually state-sponsored.
However, international cooperation between countries or associations such as the EU and NATO is often needed to successfully counter these attacks, which target critical infrastructure and have no connection to intelligence. |
