Abstract

Kakovost je ključni element visokega šolstva in dinamičen proces, saj se mora vedno razvijati in izpopolnjevati. Cilj Evropske unije, zapisan v Lizbonski pogodbi, je postati najbolj dinamična in na znanju temelječa družba. Uresničitev tega cilja pa bo možna le, če se bosta kakovost diplom in programov v visokošolskem prostoru jemala zelo resno in če se bo vzpostavil dober sistem za zagotavljanje in izkazovanje te kakovosti. Ker je kakovost pomembna in je temelj dobrega visokega šolstva, smo si za diplomsko nalogo zastavili preučiti razvoj kulture kakovosti v evropskem visokošolskem prostoru in ali se je njen razvoj začel z vzpostavitvijo nacionalnih Agencij za zagotavljanje kakovosti ter s povezovanjem primerov dobrih praks posameznih evropskih visokošolskih institucij. Preverjali pa smo tudi, ali se z oblikovanjem institucij za preverjanje kakovosti na nacionalni in mednarodni ravni ter vzpostavitvijo standardov in smernic za zagotavljanje kakovosti, vzpostavlja skupni evropski visokošolski prostor. V ta namen smo analizirali in primerjali sisteme za preverjanje in zagotavljanje kakovosti Danske, Velike Britanije, Hrvaške in Slovenije, saj lahko le kakovosten evropski visokošolski prostor, katerega osnova je dober sistem preverjanja kakovosti, pomenita konkurenčnost in privlačnost, ne samo študija, pač pa tudi rezultatov uporabe v praksi.

Secondary abstract: Quality is a key element of higher education and a dynamic process, as it has to be continually developed and improved. The goal of the European Union, enshrined in the Treaty of Lisbon, is to become the most dynamic and knowledge-based society. Achieving this goal will only be possible if the quality of diplomas and programmes in higher education area is taken very seriously and if good methods of ensuring and demonstrating that quality are applied. Since quality is important and it is the foundation of good higher education, we have examined in our thesis the development of quality culture in the European higher education area, and whether the establishment of national quality assurance agencies and the integration of good practices of individual European higher education institutions contribute to the development. We have also verified whether a common European higher education area is being established through quality control institutions at national and international level and the introduction of quality assurance standards and guidelines. To this end, we have analyzed and compared the quality control and quality assurance systems of Denmark, Great Britain, Croatia and Slovenia, since only the quality of the European higher education area, based on a good quality control system, ensures the competitiveness and attractiveness, not only of the studies but also of the results of practical application.
