Abstract
»The Answer is Blowing in the Wind.« Ti slavni verzi iz pesmi Boba Dylana pravzaprav vsebujejo izjavo, ki je osrednjega pomena za prizadevanja v zvezi z uvedbo UTD. Rešitev obstoječih težav je že v zraku, lahko jo vidimo vsi in lahko se tudi že uporabi.
Mnogo ljudi se dandanes iz meseca v mesec bori za preživetje. Čeprav država nudi podporo v obliki socialnih pomoči, te še vedno ne zadoščajo povsem za posameznikovo osnovno preživetje. Spreminjajo se tudi potrebe po delovni sili, veliko poklicev je postalo stvar preteklosti. Gibljemo se v začaranem krogu, brez novih rešitev ter brez novih idej. Mnogi politiki vidijo rešitev težav v reformiranju socialne ureditve. Mogoče pa je prav UTD tista ključna rešitev, ki jo vsi tako nestrpno čakamo. V Sloveniji je bilo govora o UTD predvsem v času krize covida-19. V tem času je država svojim prebivalcem nudila pomoč v različnih oblikah. Za nekatere lahko rečemo, da so se kar približale UTD.
V diplomski nalogi je UTD predstavljen ne samo z vidika socialne in ekonomske vzdržnosti oziroma upravičenosti, ampak tudi z vidika različnih svetovnonazorskih pogledov na to tematiko. To so tudi glavni dejavniki, ki vplivajo na to, kakšen je odnos družbe in politike do tega vprašanja in v kolikšni meri se pojavlja v resnih razmišljanjih vladajočih struktur ter ne nazadnje tudi v uvajanju pilotnih projektov in različnih oblik socialnih transferjev, od katerih nekateri delno ustrezajo sami definiciji UTD.
V teoretičnem delu diplomske naloge bomo najprej podali definicijo univerzalnega temeljnega dohodka in njegov osnovni namen ter cilje. Na kratko bomo predstavili tudi njegov zgodovinski potek ter opisali njegove različice. S pomočjo stališč strokovnjakov bomo argumentirali njegove prednosti in slabosti. V nadaljevanju pa bomo predstavili še pilotne projekte uvedbe UTD, ki so potekali ali še potekajo v različnih državah. Osredotočili se bomo na štiri od njih, ki jih bomo primerjalno analizirali po izbranih kriterijih.

The Answer is Blowing in the Wind. In fact, these famous verses from Bob Dylan's poems contain a statement that is central to the efforts to introduce Universal Basic Income. The solution to the existing problems is already in the air, we can all see it and it can already be used.
A lot of people are fighting for survival from month to month nowadays. Although the State provides support in the form of social transfers, they are still not sufficient for an individual's basic survival. Changing with labour needs, many professions have become a thing of the past. We move in a vicious circle, without new solutions and no new ideas. Many politicians see a solution to the problems in reforming the social regulations. Perhaps Universal Basic Income (UBI) is precisely the key solution that we are all so eagerly awaiting. In Slovenia, there was talk of UBI mainly during the covida-19 crisis. During this time, the state has helped its inhabitants in various forms. For some, it's safe to say that they've come close to UBI.
In the thesis, UBI is presented not only from social and economic sustainability or eligibility point of view, but also from the perspective of different worldviews on this subject. These are also the main factors influencing society's and policy's attitudes towards this issue, and to what extent it occurs in the serious thinking of the ruling structures and, finally, in the introduction of pilot projects and various forms of social transfers, some of which partly correspond to the definition of UBI.
In the theoretical part of the thesis, we will first provide a definition of universal basic income and its basic purpose and objectives. We will also briefly present its historical course and describe its versions. With the help of experts' submissions, we will argue its strengths and weaknesses. In the following, we will also present pilot projects for the introduction of UBI, which are or are ongoing in different countries. We will focus on four of them, which will be analysed comparatively according to the selected criteria. |
