Abstract

Orožje je v vseh družbenih skupnostih tisto sredstvo, ki ga država poskuša čim bolj normativno urediti, pri čemer ima vsaka država svojo specifiko pri regulaciji civilnega orožja in pri samem določanju pogojev za njegovo nabavo, posest in nošenje. Ta koncept izhaja iz narave orožja in dejstva, da država s pomočjo svojih institucij skrbi za varnost, javni red in mir, varnost posameznika in varnost premoženja. Glavni namen raziskave je analizirati, ali obstajajo razlike pri odnosu prebivalcev Slovenije do posesti in do nošenja orožja glede na spol, starost in tudi glede na doseženo stopnjo izobrazbe respondentov. Namen je podrobna analiza in širša osvetlitev z vidika naklonjenosti posedovanja in nošenja različne vrste orožja. Za namen raziskave je bila izvedena empirična raziskava na vzorcu 3690 prebivalcev Slovenije. Analizirali smo mnenje anketirancev do nošenja varnostnega, lovskega in športnega orožja v Republiki Sloveniji. Izhajali smo iz teze, da so prebivalci Slovenije bolj naklonjeni evropskemu konceptu odnosa do orožja, ki opredeljuje posest orožja kot privilegij, v primerjavi z ameriškim konceptom, ki razume posest orožja kot posameznikovo pravico. Ugotovili smo, da več kot polovica anketirancev poseduje orožje, večina jih poseduje športno in lovsko orožje, najmanj pa je zbirateljev orožja in lastnikov podedovanega orožja. Dobra polovica anketirancev meni, da poznajo pogoje za pridobitev orožja v Sloveniji. Zdi se jim zelo sprejemljivo, da ima posameznik, ki izpolnjuje zakonske pogoje, dovoljenje za nošenje orožja v vseh primerih. Nošenje športnega orožja se jim zdi najbolj sprejemljivo, najmanj sprejemljivo pa nošenje varnostnega orožja. Ugotovili smo tudi, da je odnos do posesti orožja, ki je značilen za ZDA, bolj sprejemljiv za osebe, ki posedujejo orožje. Pridobljeni rezultati raziskave nudijo temelj za vsako nadaljnjo raziskovanje odnosa prebivalcev Republike Slovenije do posedovanja in do nošenja različnih vrst orožja.

Secondary abstract: In all social communities, weapons are the means that the state tries to regulate as normatively as possible, with each state having its own specificity in the regulation of civilian weapons and in determining the conditions for their acquisition, possession and carrying. This concept stems from the nature of weapons and the fact that the state, with the help of its institutions, takes care of security, public order and peace, the security of individuals and the security of property. The main purpose of the research is to analyze whether it contains differences with regard to the possession and carrying of weapons by the inhabitants of Slovenia according to gender, age and also according to the level of education of the respondents. The purpose is a detailed analysis and a broader illumination from the point of view of favoring the possession and carrying of various types of weapons. For the purpose of the research, an empirical survey was conducted on a sample of 3,690 inhabitants of Slovenia. We analyzed the respondents' opinion on the carrying of security, hunting and sporting weapons in the Republic of Slovenia. We started from the thesis that the inhabitants of Slovenia are more in favor of the European concept of attitude to weapons, which defines the possession of weapons as a privilege, compared to the American concept, which understands the possession of weapons as an individual right. We found that more than half of the respondents own weapons, most of them have sporting and hunting weapons, while the fewest respondents are gun collectors and owners of inherited weapons. A good half of the respondents believe that they know the conditions for obtaining weapons in Slovenia. They find it very acceptable for an individual who meets the legal conditions to have a permit to carry a weapon in all cases. They find carrying sports weapons the most acceptable, and carrying safety weapons the least acceptable. We also found that US-specific gun ownership attitudes are more accepting of gun owners. The obtained research results offer the basis for any further research into the attitude of the inhabitants of the Republic of Slovenia towards the possession and carrying of various types of weapons.   Based on the obtained research results, the current situation, development trends and current challenges in the field of possession and carrying of weapons are assessed. Completion of the master's thesis gives conclusions and appropriate proposals for improving the existing situation.
