Abstract

Zaključno delo se osredotoča na analizo ukrepov slovenske policije pri preprečevanju ilegalnih prehodov čez državno mejo v zadnjem desetletju. V nalogi so bili analizirani statistični podatki in trendi glede števila nezakonitih prehodov meje ter nedovoljenega prebivanja v obdobju od leta 2013 do 2023. Ugotovljeno je bilo, da je v zadnjem desetletju prišlo do nihanja števila nezakonitih prehodov, pri čemer se je nekatere trende opazovalo po letu 2015, ko so se pojavile regulirane in organizirane množične migracije zaradi razmer v svetu. Kljub temu se je število nezakonitih prehodov v zadnjih letih ponovno povečalo, zlasti v letu 2022. Policija je izvedla več ukrepov za preprečevanje ilegalnih prehodov meje. To vključuje povečanje nadzora na mejnih prehodih, izboljšanje tehnične opreme, okrepitev sodelovanja z drugimi državami ter izvajanje preventivnih in represivnih ukrepov. Analiza ukrepov je pokazala, da so nekateri ukrepi, kot je povečanje prisotnosti policije na terenu in izboljšanje tehnične opreme, pripomogli k zmanjšanju nezakonitih prehodov v določenih obdobjih. Vendar pa so se še vedno pojavljali izzivi, ki zahtevajo nadaljnje prilagoditve in izboljšave strategij. Na podlagi rezultatov analize so bile podane smernice za izboljšanje delovanja policije pri preprečevanju ilegalnih prehodov meje. To vključuje krepitev mednarodnega sodelovanja, izboljšanje obveščevalnih zmogljivosti, nadaljnjo posodobitev tehnične opreme ter izvajanje preventivnih kampanj za ozaveščanje javnosti o tveganjih ilegalnih migracij. Sklepna ugotovitev diplomske naloge je, da je uspešno obvladovanje ilegalnih prehodov meje kompleksen izziv, ki zahteva celovit pristop in sodelovanje z drugimi državami ter institucijami. Z razumevanjem trendov in analizo dosedanjih ukrepov je mogoče identificirati področja, pri katerih je potrebno nadaljnje delo in izboljšave. S temi smernicami bo policija bolje opremljena za učinkovito obvladovanje izzivov, povezanih z ilegalnimi prehodi meje v prihodnosti.

Secondary abstract: The thesis focuses on analyzing the measures taken by the Slovenian police to prevent illegal border crossings in the last decade. The thesis analyzed statistical data and trends regarding the number of illegal border crossings and unauthorized residence from 2013 to 2023. It was found that there has been fluctuation in the number of illegal crossings in the past decade, with certain trends observed after 2015 when regulated and organized mass migrations occurred due to global circumstances. However, the number of illegal crossings has increased again in recent years, particularly in 2022. The police have implemented several measures to prevent illegal border crossings. These include increased surveillance at border crossings, improvement of technical equipment, enhanced cooperation with other countries, and the implementation of preventive and repressive measures. The analysis of the measures showed that some actions, such as increased police presence on the ground and improved technical equipment, contributed to the reduction of illegal crossings in certain periods. However, challenges still persisted, requiring further adaptations and improvements to strategies. Based on the results of the analysis, guidelines were provided to enhance the police's operations in preventing illegal border crossings. This includes strengthening international cooperation, improving intelligence capabilities, further upgrading technical equipment, and conducting preventive campaigns to raise public awareness about the risks of illegal migration. The concluding finding of the thesis is that effectively managing illegal border crossings is a complex challenge that requires a comprehensive approach and collaboration with other countries and institutions. By understanding trends and analyzing past measures, areas for further work and improvements can be identified. With these guidelines, the police will be better equipped to efficiently address the challenges associated with illegal border crossings in the future.
