Abstract
Predhodne sestavine za prepovedane droge, so v prvi vrsti legalne kemikalije, ki se v večini uporabljajo v kemijski in farmacevtski industriji, katerih produkti pri določenih pogojih ali reakcijah lahko postanejo snovi s seznama prepovedanih drog. Zato je ključnega pomena, da se za okolje, kjer so takšne kemikalij prisotne izvaja ustrezen nadzor.
Nadzor nad rabo predhodnih sestavin in prepovedanih drog v raziskovalnem delu je ključen element, pri preprečevanju preusmeritve snovi v nezakonito proizvodnjo in zagotavljanju varnosti raziskovalcev. Na visokošolskih zavodih, kot je Fakulteta za kemijo in kemijsko tehnologijo, obstaja prisotnost psihoaktivnih snovi v raziskovalne namene, sam sistem nadzora pa ni ustrezno utemeljen. S tem razlogom sem se v sklopu diplomskega dela odločil raziskati domačo in tujo zakonodajo, na podlagi pridobljene literature in podatkov s tujih fakultet vzpostaviti temelje za postavitev sistema nadzora rabe psihoaktivnih snovi v raziskovalnem ali učnem procesu, zapisati ključne naloge in odgovornosti posameznih odgovornih oseb in strokovnih služb, ter dvigniti zavedanje za prisotnost psihoaktivnih snovi na fakulteti, že v samem procesu usposabljanja za varno delo tako med zaposlenimi, kot študenti.
Glavni namen diplomskega dela je zapisati postopke od naročila, prevzema snovi na lokacijo fakultete, ustreznega skladiščenja, uporabe, vodenja evidenc, do primerne odstranitve ali predelave in v procesu določiti pristojnosti in odgovornosti oseb.

Precursor chemicals for illegal drugs are primarily legal chemicals that are commonly used in the chemical and pharmaceutical industries, whose products under certain conditions or reactions can become substances listed as illegal drugs. Therefore, it is crucial to implement appropriate control in environments where such chemicals are present.
Control over the use of precursor chemicals and psychoactive substances in research is a key element in preventing the diversion of substances into illegal production and ensuring the safety in research studies. At higher education institutions such as Faculty of Chemistry and Chemical technology, there is a presence of psychoactive substances for research purposes, but the control system is not adequately justified. For that reason, as part of my thesis, I decided to explore domestic and foreign legislation, established the foundations for a control system for the use of psychoactive substances in the research or educational process based on acquired literature and data from foreign faculties, outline the key tasks and responsibilities of individual researcher and professional services, and raise awareness of the presence of psychoactive substances at the faculty, starting from training process for safe work among both employees and students.
The main purpose of the work is to document procedures ranging from substance order, acquisition at the faculty location, proper storage, laboratory use, record-keeping, to appropriate disposal or processing, and to determine the authorities and responsibilities of individuals involved. |
