Abstract

Zaporsko osebje igra odločilno vlogo pri delu z obsojenci. Temelj zaključnega dela je preučevanje zaporov in zaporskega osebja v Avstriji, na Hrvaškem, v Sloveniji, na Slovaškem in na Švedskem z namenom poudariti podobnosti in razlike med njimi. Primerjane so značilnosti zakonodaje, zaporskih sistemov in namenov kaznovanja posamezne države, ki, kot je ugotovljeno, povedo veliko o načinu dela zaporskega osebja v totalnih institucijah zapora. Zaporsko osebje predstavlja osrednji subjekt v zaporu in ima veliko odgovornost, saj je glavni izvajalec nalog, obravnava obsojence in z njimi preživi največ časa. Bolj razvidne podobnosti in razlike so se prikazale z analizo statističnih podatkov o zaprtih osebah in zaporskem osebju za obdobje od leta 2000 do leta 2022. Ugotovljeni so bili trendi stopnje zaprtih oseb, števila zaporskega osebja, števila posameznih vrst zaporskega osebja ter razmerja med zaprtimi osebami in zaporskim osebjem za določeno časovno obdobje v izbranih državah. Z analizo statističnih podatkov je bilo ugotovljeno, da se je pri večini obravnavanih evropskih držav trend zaposlovanja zaporskega osebja povečeval. Med zaporskim osebjem je bil v izbranih državah največji delež paznikov, ki je prav tako v izbranem obdobju v vseh državah narasel. Število vodstvenih delavcev in strokovnih delavcev pa je v izbranem obdobju med državami nihalo spremenljivo. Rezultati so pokazali, da se kazenske usmeritve v izbranih državah jasno nagibajo k humanemu ravnanju in rehabilitaciji obsojencev, še posebej pa izstopa Švedska.

Secondary abstract: Prison staff play a major role in working with prisoners. The focus of this thesis is on prisons and prison staff in Austria, Croatia, Slovenia, Slovakia and Sweden, with the aim of highlighting the similarities and differences between them. The characteristics of each country's legislation, prison systems and aims of punishment are compared, which tells a great deal about the way prison staff work in prisons. Prison staff are the central actors in prisons and have a great deal of responsibility as they are the main performers of tasks, they work with prisoners and spend a lot of time with them. More striking similarities and differences were revealed by analysing statistics on prisoners and prison staff for the period 2000 to 2022. Trends in the prison population rate, the number of prison staff, the number of each type of prison staff and the ratio of prisoners to prison staff for a given period of time in the selected countries were identified. The analysis of the statistical data showed that for most of the observed countries, the trend in the recruitment of prison staff has been increasing. Among prison staff, prison officers presented the largest part of the prison staff, which also increased in all countries over the observed period. The number of managers and treatment workers varied between countries over the observed period. The results show that the sentencing orientations in the selected countries have a clear tendency towards humane treatment and rehabilitation of convicts, with Sweden, in particular, standing out.
