Abstract

V okviru magistrskega dela smo sistematično raziskali in analizirali izvajanje kratkoročnih operativnih planov v gradbeni industriji. Naša motivacija je bila, da se kratkoročni operativni plani v slovenski gradbeni industriji uporabljajo redko, zato smo želeli raziskati, kako bi se ta praksa lahko uvedla in kakšne prednosti bi lahko prinesla. Podrobneje smo pripravljali, raziskovali in opazovali kratkoročne operativne plane treh zaporednih tednov za dela, ki so se izvajala na enem od štirih objektov znotraj gradbišča večjega športnega kompleksa v Ljubljani in ki ustrezajo 1. kategoriji po priporočeni praksi mednarodne organizacije AACE št. 27R-03. Hkrati smo raziskali koncept kakovosti v operativnem gradbeništvu, metode za njeno povečanje in izboljšanje ter pridobili pomembno razumevanje obvladovanja in kontrole kakovosti s pomočjo cikla PDCA in njegove uporabe v gradbeni industriji. Praktični del naloge tako predstavlja podrobne postopke načrtovanja, sledenja, analize in predloga izboljšav pripravljenih kratkoročnih planov v skladu s ciklom PDCA. Pri tem smo se srečali z več izzivi, pri čemer je prednjačila visoka stopnja negotovosti in posledično včasih nemogoče napovedovanje trajanja aktivnosti. Izkazalo se je, da veliko večino vseh vzrokov za zamude predstavljajo organizacijsko-tehnološki vzroki. Smo pa med izvajanjem in opazovanjem planov pridobili dragocene izkušnje, podrobneje spoznali načrtovanje terminskih aktivnosti s programom MS Project ter znatno izboljšali svoje znanje o načrtovanju in sledenju terminskim planom. Še enkrat več se je izkazalo, da so za izdelavo kakovostnih kratkoročnih terminskih planov pomembne bogate praktične izkušnje. Naloga ponuja praktičen vpogled v uporabo kratkoročnih operativnih planov v gradbeni industriji ter poudarja pomen kakovosti v tem kontekstu.

Secondary title: Short-term operational plans in construction
Secondary abstract: As part of our master's thesis, we systematically studied and analysed the implementation of shortterm operational plans in the construction industry. Our motivation was that short-term operational plans are rarely used in the Slovenian construction industry, so we wanted to investigate how this practise could be introduced and what benefits it could bring. We researched and observed in detail the short-term operating schedules for three consecutive weeks for work on one of four buildings at the construction site of a large sports complex in Ljubljana, which corresponded to category 1 of the recommended practise of the international organisation AACE No. 27R-03. The concept of quality in operational construction, methods of increasing and improving quality, and an important understanding of quality management and control through the PDCA cycle and its application in the construction industry were also researched. Thus, in the practical part of the thesis, detailed procedures for planning, tracking, analysing, and proposing improvements to short-term plans prepared according to the PDCA cycle are presented. Several challenges were encountered in this process, most notably the high degree of uncertainty that sometimes led to impossible prediction of activity duration. It turned out that the vast majority of all causes of delays were organisationaltechnological. However, we gained valuable experience during the implementation and observation of the plans, we learned more about planning activities with MS Project, and we significantly improved our knowledge about scheduling and tracking. Once again, it has been shown that a strong practical experience is important for the creation of high-quality short-term schedules. The assignment provides a practical insight into the use of short-term operational plans in the construction industry and shows how important quality is in this context.
