Abstract
Pri pisanju te diplomske naloge smo se posvetili predvsem gradnji in investiciji v gradnjo šestega bloka TEŠ in možnost korupcije, ki bi lahko nastala pri tem projektu. Bralcem bom poskušal z argumenti in dejstvi pojasniti, kaj sploh je korupcija in kako se ta vidi pri specifičnem primeru, kot je pri nam v Sloveniji TEŠ 6. Korupcija se pri nas iz leta v leto veča oz. je veliko bolj poudarjena v zadnjih časih pri večjih državnih pa tudi zasebnih projektih. Pri gradnji šestega bloka TEŠ je ves čas prihajalo do izrazitih sumov korupcije. Kot laiki smo lahko takrat tudi to opazili tudi sami saj so bile novice in mediji polni informacij le o tem primeru, o njem pa slišimo še danes, ker primer še vedno ni čisto zaključen. Preiskovalni organi so naredili ogromen delež pri preiskavah možnosti korupcije in nekaj odgovornih celo spravili v zapor, a glavnim akterjem oz. vodilnim v tem projektu niso uspeli nikoli dokazati njihove vpletenosti v korupcijo pri gradnji, ker so le ti zelo spretno izkoriščali luknje v našem zakonskem sistemu. Pri tej diplomski nalogi smo podrobneje analizirali, kako naši preiskovalni organi rešujejo takšne probleme oz. sume korupcij, kateri so za to pristojni, kako lahko k temu pripomorejo nevladne organizacije in mediji, posvetili pa se bomo tudi na nezmožnost države pri reševanju problema korupcije in kako se je dejansko lahko izogniti kazni za koruptivnost, četudi je nekdo s tem pridobil ogromno nepravičnega premoženja medtem, ko je ostala večina bila za to oškodovana. Korupcija in koruptivnost iz dneva v dan naraščata, tako pri vsakdanjih stvareh, kot tudi pri velikih projektih kot je TEŠ 6. Dejstvo pa je, da korupcija nikoli ne prinese nič pozitivnega, ampak s seboj pušča sledi, ki so neetične, nepoštene in nezakonite.

When writing this thesis, we focused mainly on the construction and investment in the construction of the sixth block of TEŠ and the possibility of corruption that could arise from this project. I will try to explain to the readers with arguments and facts in order to help them better understand the picture of what corruption is and how it can be seen in a specific case, such as TEŠ 6 here in Slovenia. Corruption in our country is increasing from a year to year basis and is much more emphasized in recent times in larger state and private projects. During the construction of the sixth block of TEŠ, there were always strong suspicions of corruption. As laymen, we were able to notice this ourselves at the time, because the news and media were full of information only about this case, and we still hear about it today, because the case is still not completely closed. Investigative authorities did a huge part in investigating the possibility of corruption and even put some of those responsible in prison, but the people that were the most responsible for such criminal acts were never convicted for their involvement in corruption during the construction, because they very skillfully exploited the loopholes in our legal system. In this diploma thesis, we analyzed in more detail how our investigative system solves such cases of suspicion and corruption, who is responsible for it, how non-governmental organizations and the media can help with this, and we will also focus on the state's inability to solve the problem of corruption and how it is actually possible to avoid punishment for corruption, even if someone has obtained a huge amount of unfair property, while the rest of the people suffered by it. Corruption is growing day by day, both in everyday life and in big projects like TEŠ 6. The fact is that corruption has never brought anything positive and leaves behind traces that are unethical, unfair and illegal. |
