Abstract

Diplomsko delo obravnava pravico gluhega do tolmača za slovenski znakovni jezik. Pravica gluhe osebe do tolmača za slovenski znakovni jezik je opredeljena v Ustavi Republike Slovenije ter Zakonu o uporabi slovenskega znakovnega jezika (ZUSZJ). Tolmačenje znakovnega jezika v Sloveniji igra ključno vlogo pri komunikaciji med slišečo in gluho populacijo. Ta pravica je ključna za enakopravno vključevanje gluhih oseb v družbo ter zagotavljanje dostopnosti in enakih pravic, kot jih imajo osebe brez okvare sluha. Osnovni namen diplomskega dela je preučiti, kateri pravni viri urejajo pravico gluhega do tolmača za slovenski znakovni jezik, in prikazati postopek pridobitve te pravice. Hkrati diplomsko delo želi ugotoviti, kaj določa Zakon o uporabi slovenskega znakovnega jezika (ZUSZJ), katere pravice prinaša ta zakon, kako gluhi uveljavijo to pravico in kdo odloča o tej pravici po zakonu. V diplomskem delu so glede na postavljeni okvir raziskovanja, namena in cilja odgovorjena raziskovalna vprašanja, ki se navezujejo na delo tolmačev in njihove izkušnje z gluhimi upravičenci ter obratno. Glavna raziskovalna metoda empiričnega dela je bila kvalitativna metoda, in sicer metoda intervjuja. Delo bo pozitivno vplivalo na tolmače za slovenski znakovni jezik, gluhe upravičence ter druge gluh osebe, ki se srečujejo oziroma uporabljajo slovenski znakovni jezik za komunikacijo. Uporabno je tudi za strokovnjake na tem področju, državne ustanove in predstavnike te pravice. Predstavlja spodbudo za nadaljnje proučevanje tega področja.

Secondary abstract: The thesis deals with a right of a deaf person to a Slovenian Sign Language interpreter. The right of a deaf person to a Slovene Sign Language interpreter is defined in the constitution of the Republic of Slovenia and the Act on the Use of Slovenian Sign Language (ZUSZJ). Interpreting sign language in Slovenia plays a crucial role in communication between the hearing and deaf populations. This right is essential for the equal integration of deaf people into society and for ensuring accessibility and equal rights by individuals without hearing impairments. The main purpose of the thesis is to examine which legal sources regulate the right of a deaf person to a Slovenian Sign language interpreter and to present the procedure for obtaining this right. So to inform readers about what the Act on the Use of Slovenian Sign Language (ZUSZJ) provides for, what rights this law brings, how deaf people exercise this right, and who is responsible for deciding on this right according to the law. In the thesis, based on the established research framework, purpose, and objectives, research questions related to the work of interpreters and their experiences with deaf beneficiaries, as well as vice versa, were addressed. The main research method used in the empirical part was the qualitative method, specifically the method of interviews. The work will have a positive impact on interpreters of Slovene Sign Language, deaf beneficiaries, and other deaf people who meet or use Slovene Sign Language to communicate. It is also of interest to experts in this field, government institutions, and representatives of this right. It is an incentive for further research in this area.
