Abstract

Namen tega magistrskega dela je pregled zakonodaje, s katero se zagotavlja socialna varnost s poudarkom na področju uveljavljanja pravic iz javnih sredstev. Na tem področju se odloča tudi o pravicah, ki zagotavljajo uporabnikom edini vir dohodka, ki ga imajo za preživetje. Zato je pravočasno odločanje o pravici oziroma čim hitrejše vodenje postopka ključnega pomena. A ker ni vedno tako, je bil izziv tega magistrskega dela ugotoviti glavne vzroke, ki vplivajo na trajanje oziroma podaljševanje postopkov ter neprisotnost strokovnih delavcev na terenu in poiskati rešitve, ki bi v celoti ali vsaj delno odpravile te vzroke, ki vplivajo na obravnavano problematiko. Ugotovitve kažejo, da sta glavna vzroka tako za dolgotrajno vodenje postopkov kot tudi za pomanjkanje terenskega dela premajhno število zaposlenih na tem področju in preveliko število vlog, o katerih je treba odločati. Na trajanje postopkov vplivajo tudi nekateri drugi vzroki, ki so povezani z uporabo računalniških programov. Najbolj logična rešitev za to problematiko so kadrovska okrepitev, izboljšave na računalniških programih, osvežitvena izobraževanja zaposlenih ter dobra organizacija in delitev dela. Rezultati tega magistrskega dela lahko služijo kot opomnik vodstvu centra za socialno delo (CSD) in krovnemu ministrstvu, da so zaposleni s takšno količino dela izpostavljeni dolgotrajni preobremenjenosti in da v prihodnosti lahko začne prihajati do izgorelosti zaposlenih ter posledično dolgotrajnih bolniških odsotnosti ali celo do odpovedi delovnega razmerja, kar bi obstoječo problematiko še bolj poglobilo. Razmisliti bi bilo treba o tem, ali lahko trenutno število zaposlenih obvladuje tako veliko število uporabnikov, ki je vezano na območje, ki ga pokriva CSD Ljubljana.

Secondary title: Duration of procedures in application of rights to public funds
Secondary abstract: The aim of this master's thesis is to review legislation ensuring social security, focusing on the application of rights to public funds. In this field, rights ensuring users the sole source of income for survival are also decided on. Therefore, timely decision on these rights and rapid conduct of the procedure are of key importance. However, as this is not always the case, the challenge this master's thesis responds to was to determine the main reasons affecting the duration or extension of procedures and the absence of professional workers in the field as well as to identify the solutions that could entirely or at least partly eliminate the reasons affecting the studied problem. It was determined that the two main reasons for long-term conduct of procedures as well as for the lack of field work is the shortage of employees in this field and too many applications to be decided on. The duration of procedures is also affected by some other reasons related to the use of computer programmes. The most sensible solutions to this problem are evidently recruitment, improvements of computer programmes, refresher education courses for the employees as well as effective work organisation and labour division. The results of this master’s thesis may serve as a reminder to the management of social work centres and the umbrella ministry that employees tasked with such a great amount of work are exposed to long-term excessive workload and that in the future they may experience burnout. This may result in long-term sick leave or even termination of employment, which may exacerbate the current problem to an even greater extent. It should be considered whether the current number of employees are able to process such a great number of users linked to the territory covered by the Ljubljana Social Work Centre.
