Abstract
Streljanje z ognjenim orožjem je dejavnost, ki lahko predstavlja nevarnost za ljudi, živali in premoženje. V Sloveniji poznamo različne organizacije, ki se pri svojem delu za izvajanje strelskega usposabljanja poslužujejo strelišč. Tukaj se pojavi vprašanje glede ustreznosti pravne urejenosti strelišč v Sloveniji. Gre namreč za področje, ki do sedaj še ni bilo celovito analizirano. Medtem ko si lahko o vojaških streliščih preberemo v nekaterih publikacijah Slovenske vojske, informacij o policijskih in lovskih streliščih skoraj ni. Namen tega dela je zato raziskati pravno urejenost zagotavljanja varnosti na streliščih vseh organizacij, ki pri svojem delu uporabljajo strelno orožje. Nekaj pozornosti pa bomo namenili tudi izvajanju nadzorov nad strelišči in primerjavi slovenskega sistema z ameriškim na tem področju. Rezultati raziskave kažejo, da se sistem zagotavljanja varnosti na streliščih med organizacijami precej razlikuje. Zakonodaja na področju orožja določa zgolj civilna strelišča. Vse ostale organizacije, ki uporabljajo svoja lastna strelišča pa to področje urejajo v svojih internih aktih. Med vsemi organizacijami najbolj izstopa Slovenska vojska, saj je njihov sistem strelskega usposabljanja izdelan po vzoru nekaterih zavezniških držav. Vojaška strelišča so poleg civilnih strelišč tudi edina, ki so podvržena ustreznemu in celovitemu inšpekcijskemu nadzoru nad dejavnostjo, urejenostjo in opremljenostjo. Ugotavljamo, da bi bilo po tem vzoru tudi za lovska in policijska strelišča smiselno urediti nadzor s strani inšpekcijskega organa.

Shooting with a firearm is an activity that can pose danger to people, animals and property. In Slovenia, we know of various organizations that use shooting ranges in their work to conduct shooting exercises. A question arises regarding the adequacy of the legal regulation of shooting ranges in Slovenia. It is an area that has not been comprehensively analysed until now. While we can read about military shooting ranges in some publications of the Slovenian Army, there is almost no information about police and hunting shooting ranges. The purpose of this work is therefore to investigate the legal regulation of ensuring safety at shooting ranges of all organizations that use firearms as part of their work. Some attention will also be devoted to the analysis of implementation of controls over shooting ranges and a comparison between the system in Slovenia and USA in this area. The results of this research show that the system of ensuring safety at shooting ranges varies considerably between organizations. Legislation in the field of weapons only regulates civilian shooting ranges. All other organizations that use their own shooting ranges regulate this area in their internal acts. Among all organizations, the Slovenian Army stands out the most, as their shooting training system is modelled after some allied countries. Military and civilian shooting ranges are also the only ones that are subject to appropriate and comprehensive inspection control over activity, design, and equipment. Following this example, it would make sense for hunting and police shooting ranges to be regulated by a competent inspectorate as well. |
