Abstract

Policija je organ v sestavi MNZ (Ministrstva za notranje zadeve). Kadrovski postopki in kadrovanje potekajo na treh nivojih, državnem – MNZ in GPU (generalna policijska uprava), regionalnem nivoju – PU (policijske uprave) in lokalnem nivoju – PP (policijske postaje). Med raziskovalno nalogo smo predstavili sam potek kadrovanja v policiji, torej kako poteka pridobivanje kadrov, selekcija, izbor in zaposlovanje. Predstavljeno je kadrovanje na državnem, regionalnem in lokalnem nivoju. V nadaljevanju smo se glede samega razvoja kadrov osredotočili na lokalni nivo, torej na nivo PP Celje. Predstavili smo, kako poteka razvoj kadrov in kako se izvajajo sami procesi razvoja kadrov. Med raziskavo smo opravili intervju z načelnikom PP Celje, ki neposredno skrbi za razvoj kadrov, in s kadrovico z Oddelka za organizacijo in kadrovske zadeve PU Celje. Poleg tega nas je zanimalo tudi, kakšno mnenje in poglede imajo o razvoju kadrov na policijski postaji Celje uniformirani policisti, zaposleni na tej policijski postaji, zato smo izvedli še anketo. Ugotovitve ankete in intervjujev smo dodatno podkrepili še s primerom izvajanja razvoja kadrov v sosednji državi Avstriji.

Secondary title: Analysis of human resources development at the celje police station
Secondary abstract: The police are an agency of the Ministry of the Interior (MoI). The recruitment and staffing processes are carried out at three levels, the national level - the MoI and the GPU (General Police Directorate), the regional level - PU (Police Headquarters) and the local level - PP (Police Stations). In the course of the research work we have presented the recruitment process in the police itself, i.e. how recruitment, selection, selection and recruitment are carried out. The paper presents recruitment at the national, regional and local levels, and then, with regard to the development of staff, we focus on the local level, i.e. on the level of the Celje Police Station (PP Celje). We have presented how staff development is carried out and how the staff development processes themselves are carried out. In the course of the research, we interviewed the Chief of PP Celje, who is directly responsible for HRD, as well as the HR officer from the Department for Organisation and HR of PU Celje. In addition, we were also interested in the opinions and views of uniformed police officers working at the Celje Police Station on the development of human resources at the police station, which is why we also conducted a survey. The findings of the survey and interviews were further supported by the example of the implementation of human resources development in the neighbouring country of Austria.
