primerjava, stanje in teoretske razlage na vzorcu desetih evropskih držav
Abstract
Magistrsko delo obravnava plačno vrzel med spoloma, pri čemer sta predstavljeni prilagojena in neprilagojena razlika v plačilu med spoloma ter najpogostejši pristop, imenovan Blinder-Oaxaca. Empirični del naloge je sestavljen iz sekundarnih podatkov. Z njim smo želeli ugotoviti stanje v zadnjih treh desetletjih in trenutno stanje v desetih izbranih državah (Estonija, Češka, Nemčija, Švedska, Norveška, Danska, Hrvaška, Romunija, Bolgarija in Slovenija). Najbolj izstopa Estonija, saj ima v vseh izbranih letih največjo plačno vrzel med spoloma; skandinavske države imajo v povprečju večjo plačno vrzel kot balkanske države; Slovenija pa ima eno najnižjih vrednosti v Evropski uniji (nižjo ima še Romunija). S predstavitvijo treh najbolj znanih teorij (teorija človeškega kapitala, poklicne segregacije in diskriminacije) smo ugotovili, da ni enotnega soglasja o tem, kateri dejavniki so povzročili ali povzročajo razliko v plačilu med spoloma. Priznano je bilo, da so vsi omenjeni dejavniki medsebojno odvisni ter lahko sooblikujejo drug drugega. Zaključili smo z možnostmi in politikami za odpravo plačne vrzeli med spoloma, pri čemer smo izpostavili transparentnost plačil, ki lahko omogoča učinkovito uporabo načela enakega plačila v praksi. Vendar še ni dovolj raziskav, ki bi pokazale dejanski učinek tega ukrepa na plače in rezultate zaposlovanja.

The master's thesis examines the gender pay gap, presenting the adjusted and unadjusted gender pay gap, as well as the most common approach, called the Blinder-Oaxaca approach. The empirical part of the assignment consists of secondary data. With it, we wanted to find out the situation in the last three decades and the current situation in ten selected countries (Estonia, the Czech Republic, Germany, Sweden, Norway, Denmark, Croatia, Romania, Bulgaria and Slovenia). Estonia stands out the most, as it has the largest gender pay gap in all selected years; the Scandinavian countries have on average a larger wage gap than the Balkan countries; Slovenia has one of the lowest values in the European Union (with Romania having the lowest value). By presenting the three most well-known theories (the theory of human capital, occupational segregation and discrimination), we have found that there is no uniform consensus on which factors have caused or are causing the gender pay gap. It was acknowledged that all of these factors are interdependent and can interact to shape each other. We concluded with options and policies to close the gender pay gap, highlighting pay transparency as a way to effectively apply the principle of equal pay in practice. However, there is not yet enough research to show the actual impact of this measure on wages and employment outcomes. |
